Minutes of Tainan City Government’s 684th Municipal Administrative Meeting 02/11/2025

Major’s Remarks:
1. The January 21st earthquake occurred just before the Lunar New Year holiday. The Tainan City government responded swiftly with the distribution of relief funds, building damage assessments leading to the issuance of red and yellow notices, and post-disaster reconstruction efforts. We appreciate the dedication and service of the relevant bureaus and departments during the Lunar New Year holiday period, which brought comfort to the affected residents. Currently, while religious groups are assisting in the repair of buildings classified under the "white notice" category, the sheer number of such cases remains overwhelming. Therefore, we urge the relevant bureaus and departments to propose effective response measures. In post-disaster reconstruction, speed is critical—there is no such thing as "fastest," only "faster," to allow victims to return to normal life as soon as possible. Let us all work together toward this goal.
2. In addition to post-disaster reconstruction and support services, urban development and infrastructure projects must continue progressing. Regarding the relocation of the Yongkang Artillery School, the Tangshan Camp in Guanmiao District has been completed and is now undergoing intensive acceptance inspections. We anticipate its swift completion and handover to the Ministry of National Defense for occupancy, facilitating the timely vacating of the Yongkang Artillery School campus to accelerate the city's development. Regarding urban development, such projects as activity centers, parking facilities, road-smoothing projects, shuttle parking services, and tourism environment enhancements should continue to be refined and improved by the relevant bureaus and departments.

1. The Land Administration Bureau submitted a report titled "Land Development for Sustainable Communities" (refer to written sources for details).

Mayor’s Comments:
In recent years, the Land Administration Bureau has achieved outstanding results in government-administered land consolidation, making a significant contribution to urban development. The bureau carries out government-administered land consolidation efficiently and with minimal disputes, leading to substantial savings in public funds. How to promote low-carbon cities and sustainable communities throughout the land consolidation and development process remains a key objective for which we strive. The Land Administration Bureau's implementation of six sustainability goals in land development is highly commendable.
2. The Public Health Bureau presented a report titled "Community Mental Health Centers: Achievements and Future Outlook" (refer to written sources for details).

Mayor’s Comments:
(1) Tainan City established its first community mental health center at the end of 2022 and has since expanded the endeavor to a total of five centers. While the number of community mental health centers in Tainan is not particularly high among the six special municipalities, the city's relatively smaller population results in the highest per capita coverage and the lowest average number of residents per center. This achievement is commendable.
(2) The Public Health Bureau is encouraged to continue identifying suitable locations for establishing additional community mental health centers. In addition to fulfilling the functions assigned by the central government, these centers should expand their role in community mental health services and actively promote mental health awareness among organizations and community groups.
(3) Following the January 21st earthquake, staff at the community mental health centers were swiftly deployed to the disaster area to provide psychological and emotional support to the affected residents. Throughout the Lunar New Year holiday, the district offices, the Public Health Bureau, and other relevant departments continued to offer uninterrupted assistance to those in need. We extend our gratitude to all involved bureaus and departments for their dedication and hard work.
