Mayor’s Remarks:
1. To facilitate the implementation of various reconstruction efforts in the January 21st disaster area, the relevant bureaus and departments have been divided into six groups. Deputy Mayor Yeh is assigned to coordinate disaster relief and reconstruction efforts, with the relevant bureaus and departments to carry out their responsibilities in a phased manner according to their respective authorities. One and a half months have passed since the earthquake, and district offices, along with relevant bureaus and departments, continue to assist affected residents in resolving various issues, ensuring that victims can return to their pre-earthquake normalcy as soon as possible.
2. The extraordinary session of the City Council will commence in Xinying next Tuesday. During this session, the city government is required to present a special report on the January 21st earthquake, as well as review the utilization of the 2024 second reserve fund and the proposed supplemental appropriation for the current year. All department heads must familiarize themselves with the report in advance, pay close attention to issues of concern raised by council members, and proactively provide explanations. Newly appointed bureau and department heads since last year's regular session must stay informed about council proceedings and council members' requests. The city government-council liaison is requested to support new bureau and department heads in familiarizing themselves with council operations and maintaining effective communication with council members.
3. Regarding the "Xinying City Public Retail Market Building Seismic Reinforcement Project," the Department of Legal Affairs is requested to assist the Economic Development Bureau in signing a f affidavit with vendors opposing the reinforcement project.

Mayor’s Comments:
(1) In recent years, the demand for emergency medical services among residents has been steadily increasing. To address this, the Tainan City Government has continuously enhanced personnel training and upgraded medical equipment. According to the treatment outcomes of 12-lead electrocardiographs, the number of successfully treated patients has increased from 16 to approximately 120 per year, demonstrating a significant improvement in emergency care effectiveness. Sincere appreciation goes to the Fire Bureau staff for their dedication.
(2) The city government is also continuously upgrading emergency equipment in ambulances to ensure that citizens receive high-quality medical care in emergency situations. These improvements help stabilize patients before they reach designated hospitals, increasing the likelihood of a full recovery and successful discharge.
(3) Starting next year, the Fire Bureau will independently train 30 paramedic emergency medical technicians. The Fire Bureau is requested to ensure that these trained professionals remain in their positions upon completing their training.
2. The Urban Development Bureau presented a report on the "2025 Quality Social Housing Leasing Progress in Tainan" (refer to written sources for details).

Mayor’s Comments:
(1) President Lai initiated the planning of social housing during his tenure as mayor. Upon assuming office, I actively advanced the construction efforts, and this year (2025), residents can finally move into social housing. Special thanks to the city government team for their hard work.
(2) Most of the social housing projects in Tainan were either acquired at no cost or constructed by the central government, significantly easing the financial burden on the city government. The cost of constructing social housing far exceeds the rental income, as the government prioritizes public welfare over profit, allocating substantial public and social resources to ensure affordable housing. Therefore, a stringent management system must be established to regulate social housing rentals, including prohibiting subletting, to prevent the misuse of public resources by residents. The Urban Development Bureau and relevant departments are commended for their efforts in ensuring the smooth implementation of social housing projects in Tainan.
