Deputy Mayor Chao’s Remarks:
1. High-tech company Taiwan Semiconductor Manufacturing Company (TSMC) recently announced its investment in the United States. At a press conference with TSMC CEO C.C. Wei and President Lai, the challenges related to orders and production lines were highlighted. Despite investments in the United States, Japan, and Germany, industry demand far exceeds current supply. As a result, TSMC will continue expanding its production lines in Taiwan. Tainan, as the key driver of the "New Silicon Valley" in southern Taiwan, is actively advancing preparations in the area north of Zengwen River and Shalun. Relevant bureaus and departments are instructed to assess potential factory sites and make comprehensive preparations to facilitate investment and attract businesses. Beyond the high-tech sector, Tainan's traditional industries—such as the screw manufacturing industry—maintain a strong synergy with high-tech enterprises. Relevant bureaus and departments are also requested to support the upgrading of traditional industries and ensure that all necessary preparations are in place.
2. The start of the Orchid Show signals the arrival of spring. The Public Works Bureau, Tourism and Travel Bureau, Culture Affairs Bureau, and district offices are encouraged to align with the season in promoting green leisure tourism in the parks, green spaces, trees on streets, and scenic spots under their jurisdiction, offering visitors more diverse travel experiences. Additionally, while the flowering season in Meiling has ended, the mountainous region continues to showcase various agricultural specialties and host tourism activities throughout the year. The Tourism and Travel Bureau, Culture Affairs Bureau, and Agriculture Bureau are urged to focus on marketing efforts for industries in mountain areas this year, revitalizing the local economy and assisting residents affected by the earthquake.
Reports
1. The Labor Affairs Bureau presented a report on the "Moving and Migration – Employee-Employer Assurance Service Plan" (refer to written sources for details).
Resolution: Approved for reference filing.
Deputy Mayor Chao’s Comments:
(1) With the declining birthrate, Taiwan's industries increasingly rely on migrant workers to meet labor demands. To ensure a smooth work environment in Tainan, migrant workers require the support of professional teams. For instance, trained professional nurses and interpreters can provide in-home visits to offer face-to-face training on caregiving skills and facilitate multifaceted communication. This helps bridge gaps caused by language barriers and cultural differences between migrant workers, care recipients, and their families. Additionally, the "Family-Oriented Employee and Employer Bonding Activities" encourages all three parties to step outside the home, fostering stronger emotional connections between foreign caregivers and the families that they support.
(2) The Labor Affairs Bureau has expanded its services to include industrial migrant workers, successfully establishing a three-way communication bridge between migrant workers, supervisors, and employers. This initiative helps ensure that migrant workers can work and live securely in Tainan. Let’s continue working together to support this effort.
2. The Indigenous Peoples Commission presented a report on the "2025 National Indigenous Games" (refer to written sources for details).
Resolution: Approved for reference filing.
Deputy Mayor Chao’s Comments:
(1) The "2025 National Indigenous Games" will be held in Kaohsiung from March 21 to March 24. The Indigenous Peoples Commission and the Sports Bureau have been working together to make early preparations and initiate training ahead of schedule. Tainan's top athletes, particularly in weightlifting and women's basketball, have strong potential to win gold medals. We hope that the athletes maintain peak performance during the competition and strive for excellent results for the city.
(2) This year, Tainan City is sending 155 athletes, a 58% increase from the previous competition. This reflects Mayor Huang’s strong support for Indigenous peoples since taking office. During his tenure, he not only established the Indigenous Peoples Commission but also increased participation bonuses for Indigenous athletes in competitions. We hope that the city's representative team will deliver even better results in this year’s National Indigenous Games. We extend our gratitude to the Indigenous Peoples Commission and the Sports Bureau for their dedicated efforts.
