Minutes of Tainan City Government’s 692nd Municipal Administrative Meeting 04/09/2025

Mayor’s Remarks:
1. The flood season and the National Middle School Athletic Games are approaching. These events are crucial to public safety and the city’s development. Relevant bureaus and departments are requested to make all appropriate preparations in response to the upcoming events.
2. In response to the latest U.S. tariff policy, the city government has convened a contingency task force, and the Executive Yuan has announced an NT$88 billion support package. The Economic Development Bureau, Agriculture Bureau, and other relevant departments are asked to align with the central government’s subsidy and resource policy to help industries respond effectively. The Labor Affairs Bureau is asked to visit businesses and labor unions proactively to offer timely support to workers, helping to prevent unpaid leave or mass layoffs. The city government will also launch assistance programs for farmers, fishermen, as well as small, medium, and micro enterprises. The Department of Budget, Accounting, and Statistics is requested to assess the available secondary reserve funds and promptly submit a report to the city government leadership for review and confirmation.
3. Regarding subsidies for repairs following the January 21st earthquake, the city government has completed a damage assessment report and notified 1,984 disaster victims. To date, 1,200 have submitted applications, while over 700 have yet to apply. Affected residents are urged to apply at their local district offices as soon as possible. Relevant bureaus and departments are also asked to expedite processing so that victims can promptly access reconstruction funding and resources, allowing them to return to normal life as early as possible.
4. The Agriculture Bureau is instructed to ensure the on-time and high-quality completion of both the “Xinpu Bridge Reconstruction Project on the Yanshui River in the Guanmiao District” and the “New Construction Project for the Upstream and Downstream Embankments of the Xinpu Bridge on the Yanshui River in the Guanmiao District.” If the bidding process cannot proceed as scheduled on April 24th, please consider canceling the projects.

1. The Water Resources Bureau presented a report titled “Various Flood Prevention Preparedness Measures” (refer to written sources for details).

Mayor’s Comments:
(1) Replacing outdated pumping units is essential. The Water Resources Bureau is asked to categorize the replaced equipment into usable and unusable units, retain the usable ones as secondary backup units, and ensure continued operational efficiency.
(2) Relevant bureaus and departments must ensure proper dredging efforts. When conducting manhole inspections and dredging during regular hours, please prioritize worker safety and avoid scheduling work during peak commuting hours.
(3) With the flood season approaching, the Water Resources Bureau must complete all necessary preparations to prevent flooding. We hope that water conditions remain stable this year and that everyone stays safe.
2. The Sports Bureau submitted a report on the “2025 National Middle School Athletic Games” (refer to written sources for details).

Mayor’s Comments:
(1) Tainan City has not hosted the National Middle School Athletic Games for 22 years. While the city hosted the National Games in 2023—an experience that can serve as a reference for the National Middle School Athletic Games—there is a gap in the knowledge transfer of experience in organizing such events. Many important aspects, such as procedures, formats, and competition operations, have changed. Proper coordination is also needed for the arrangements of athletes, coaches, and referees. Thanks to the Sports Bureau for overcoming hardware and software infrastructure limitations and ensuring comprehensive readiness.
(2) With a record-high number of participants, all relevant bureaus and departments must plan ahead and consistently verify the readiness of hardware and software infrastructure and the deployment of personnel to ensure that the event runs smoothly and that athletes, coaches, referees, fans, and spectators are satisfied with the city’s performance.
(3) As of today (the 9th), only 10 days remain before the opening ceremony. The Police Bureau and Transportation Bureau are asked to manage traffic and ensure public safety around the event venues.
(4) The Sports Bureau and Cultural Affairs Bureau should further discuss the procedures for the opening ceremony and the setup of the performance program. The Sports Bureau is also asked to consider installing large outdoor screens at the Asia-Pacific Baseball Stadium to allow those unable to enter the venue to view the opening ceremony and performances.
