Minutes of Tainan City Government’s 693rd Municipal Administrative Meeting 04/15/2025

Mayor’s Remarks:
1. Recent fluctuations in weather—marked by frequent rainfall and high temperatures—have created an ideal environment for the breeding of vector mosquitoes. While Tainan City reported zero local dengue fever cases last year, the current climate variability raises concerns. All bureaus and departments are urged to remain vigilant. The Public Health Bureau and Environmental Protection Bureau are requested to intensify public awareness campaigns and preventive efforts to eliminate mosquito breeding sites. Government agencies and schools must lead by example and rigorously implement the relevant measures. Any violations of regulations should be subject to the appropriate penalties.
2. The opening ceremony of the National Middle School Athletic Games will take place in Tainan on April 19. Distinguished guests, including President Lai, the President of the Chinese Taipei Olympic Committee, and key figures from the national sports sector, will be in attendance. Certain planning aspects still require finalization, including spatial arrangements in and around the venues, environmental cleanliness, and parking. The Transportation Bureau, Police Bureau, Environmental Protection Bureau, and other relevant departments are instructed to expedite preparations to ensure that central government officials, representatives from all walks of life, and residents leave with a positive impression of the city. Let us work together toward this goal. Moreover, on April 19, the Tainan International Music Festival will also be held at the Tainan Cultural Center. Ticket sales have been increasing, and the public is warmly invited to attend. Tickets to the opening ceremony of the Athletic Games are free and available on request. Any intentional attempt to sell these tickets for profit is a violation of the law and should be subject to legal penalties. Tickets for the Tainan International Music Festival must be purchased, and reselling them at inflated prices is also unlawful. The Police Bureau and other relevant departments are requested to monitor these matters closely.
3. The Sports Bureau is requested to expedite the implementation of the “Seismic Strengthening and Construction Project for Tainan City’s Rende District’s Citizens’ Sports Center.”
Reports
1. The Finance and Taxation Bureau submitted a report on its “Experiences and Outcomes in the Investigation and Enforcement of Regulations on Illegal Tobacco and Alcohol” (refer to written sources for details).

Mayor’s Comments:
Investigating and enforcing regulations against the production and sale of illegal tobacco and substandard alcohol are necessary measures to prevent losses in national tax revenue and to protect public health. In recent years, illegal production has shifted from smuggling operations to clandestine underground factories. As such, local governments bear a critical responsibility to crack down on these activities. The Finance and Taxation Bureau, Police Bureau, Public Health Bureau, and related departments are asked to strengthen joint enforcement efforts in collaboration with central government agencies. We hope that the Finance and Taxation Bureau will continue to build on its strong track record and step up its efforts to enhance the effectiveness of its investigative and enforcement actions against illegal tobacco and substandard alcohol.
2. The Agriculture Bureau presented a report on the “Implementation Outcomes of the 2025 Asia-Pacific Orchid Conference and Taiwan International Orchid Show” (refer to written sources for details).

Mayor’s Comments:
(1) Sincere thanks to the Agriculture Bureau, Transportation Bureau, Police Bureau, Environmental Protection Bureau, and other relevant departments for their contributions to traffic coordination, environmental maintenance, event promotion, and tour itinerary planning. Their combined efforts ensured the successful and well-received conclusion of this year’s Orchid Show, earning recognition from both local residents and the wider public.
(2) The Orchid Show, which originated during the former Tainan County era, achieved outstanding outcomes under then-Mayor, now-President Lai. This year’s results have continued to improve, thanks to the dedicated support of all bureaus and departments.
(3) Orchids are one of Tainan City’s flagship agricultural products. Given the impact of U.S. tariffs, the Agriculture Bureau is urged to develop contingency measures for the orchid industry proactively. Key strategies moving forward include expanding into new international markets and boosting domestic consumption. We look forward to continued collaboration between the government and the private sector across production, marketing, and consumption to achieve even greater outcomes.
(4) Sales at the Premium Agricultural Product Pavilion are strong this year. We anticipate greater participation from farmers’ associations, young farmers, and local businesses next year. We hope that the Orchid Show will continue to stimulate both local agriculture and nearby tourist attractions, generating synergistic marketing benefits.
(5) Issues noted in the report—such as parking, restroom facilities, ticket sales, and the ticket validation process—should be reviewed and improved by the Agriculture Bureau to enhance the experience of future events.
