Mayor’s Remarks:
1. The National Middle School Athletic Games officially opened on April 19. The opening ceremony and performances were a great success, receiving positive feedback from President Lai, central government officials, the Ministry of Education, the Sports Administration, attending officials from various counties and cities, as well as all athletes and coaches. We sincerely thank all bureaus and departments for their efforts. Athletes representing Tainan City have already achieved outstanding results in various competitions. The Sports Bureau is requested to issue press releases in a timely manner to highlight these achievements and offer appropriate encouragement to the athletes. The Police Bureau is asked to maintain order around the competition venues and ensure safety at outdoor events. The Environmental Protection Bureau is asked to strengthen sanitation at the venues to uphold the city’s image. The public is warmly invited to attend and cheer on the athletes.
2. The Executive Yuan has announced the latest industry support plan. The Economic Development Bureau, Agriculture Bureau, and other relevant departments are urged to assist local businesses quickly in accessing central government resources to mitigate the impact of U.S. tariff policies. Efforts should also be made to diversify and expand international markets for Tainan products. Last week, the Legislative Yuan passed the third reading of the amendment to the Statute for Industrial Innovation, adding energy conservation, carbon reduction, and artificial intelligence as eligible items for investment tax credits. The Economic Development Bureau is asked to monitor the implementation of these new regulations and support the development of innovative industries.
3. The Agriculture Bureau is requested to expedite the application process for the reconstruction of the longan roasting kiln.
Reports
1. The Civil Service Ethics Office presented a report on “Outcomes of the Implementation of Tainan City Government’s Transparency and Integrity Convention” (refer to written sources for details).

Deputy Mayor Yeh’s Comments:
(1) The primary purpose of the integrity convention is to protect civil servants from external influence and prevent unintentional legal violations. The Civil Service Ethics Office is asked to strengthen both the quality and quantity of risk assessments and audits. In addition to promoting integrity education, early warning mechanisms for different types of cases should be emphasized. This will help all bureaus and departments reduce corruption risks and thereby improve the quality of administration.
(2) All bureaus and departments are reminded to implement the incident tracking mechanism fully to prevent potential integrity risks and provide an added layer of administrative protection for public servants. The Civil Service Ethics Office is requested to explore integrating this mechanism with the large-scale public works integrity platform to assist bureaus and departments in smoothly advancing various public construction projects.
2. The Fire Bureau submitted a report titled “Analysis of the Advantages of the New Rapid Disaster Relief Model: High-Pressure Pump Fire Trucks” (refer to written sources for details).

Mayor’s Comments:
(1) According to the report, high-pressure pump fire trucks offer several advantages, such as their ability to access basements and narrow alleys. The high-pressure water mist system has been endorsed by the National Fire Agency and the Fire Bureaus of other cities and counties, many of which have visited Tainan City to observe its operation. We thank the colleagues of the Fire Bureau for drawing on their disaster relief and firefighting experience to develop this innovative equipment that saves water significantly.
(2) We should leverage firefighting technology and introduce drones and robots for disaster response. This will reduce firefighters’ chances of being exposed to hazardous fire scenes and improve emergency response efficiency. The Fire Bureau plans to deploy this equipment across its divisions and convert existing disaster investigation vehicles into high-pressure pump fire trucks, which can lower retrofitting costs significantly. The Fire Bureau is also encouraged to explore mounting such equipment on ATVs and promote its adoption among corporate volunteer firefighting units.
