Minutes of Tainan City Government’s 696th Municipal Administrative Meeting 05/06/2025

Mayor’s Remarks:
1. The National Middle School Athletic Games, held in Tainan City on April 21st, concluded on April 24th. The National Intercollegiate Athletic Games, hosted at Chang Jung Christian University since           April 27th, ended on May 2nd. The Yuguang Island Life Festival, taking place from May 3rd to 11th, has also attracted large crowds of tourists. Over           the last weekend alone, the event drew approximately 100,000 visitors and received positive feedback from young attendees. As the festival continues this coming weekend, the Tourism and Travel Bureau is requested to coordinate with the Transportation Bureau, Police Bureau, Environmental Protection Bureau, and other relevant departments. Please enlist the assistance of volunteer traffic officers to ensure effective traffic control and environmental sanitation. Additionally, relevant bureaus and departments are asked to expedite the inventory of temporary parking spaces in the surrounding areas and to assess vehicle access controls to and from Yuguang Island to mitigate pedestrian and traffic congestion.
2. According to the assessment by the Taiwan Centers for Disease Control (CDC), the current two-month period marks a peak in COVID-19 cases. The Public Health Bureau is urged to intensify outreach efforts, especially in encouraging older adults to receive the updated JN.1 vaccine as soon as possible. All relevant bureaus and departments are reminded to remain vigilant. In addition, enterovirus activity is expected to be severe this year. The Education Bureau, Social Affairs Bureau, and other relevant departments are asked to work in coordination with the Public Health Bureau to safeguard children's health.

1. The Social Affairs Bureau presented a report on “Diversified Support to Strengthen Parenting – Parent     –Child Centers Offering On-Site Temporary Child Care and Parenting Guidance” (refer to written sources for details).

Mayor’s Comments:
(1) Establishing Parent–Child Centers is a key initiative of the Social Affairs Bureau. Currently, the city operates 12 such centers, serving 360,000 visits annually, including 70,000 from outside the city. These centers support children's learning and development, provide shared spaces for family interaction and recreation, and serve as essential platforms for accessible, family-friendly childcare and parenting support services.
(2) Between 2025 and 2029, the city government plans to establish seven additional parent–     child centers. The Social Affairs Bureau is encouraged to begin planning early. In some cases, existing facilities can be used to establish new parent–     child centers, eliminating the need for new construction and allowing for more efficient use of government funds. The establishment of parent–     child centers offers great convenience for parents, and the Social Affairs Bureau is asked to continue enhancing the quality of the services provided.
2. The Labor Affairs Bureau presented a report on the “Supporting Employment for Persons with Disabilities – Implementation of Job Accommodation Strategies” (refer to written sources for details).

Mayor’s Comments:
(1) The Convention on the Rights of Persons with Disabilities affirms the right of      individuals with disabilities to work. Beyond ensuring this right, we should strive to improve how it is supported. Disabilities do not define individuals—barriers in the environment do. People with disabilities often require more support than the general public, and by providing job accommodations or improving the workplace environment, we can help them fully utilize their talents and potential. In doing so, they move from being recipients of social welfare to active contributors to our society.
(2) The Labor Affairs Bureau is encouraged to promote successful case examples among both individuals with disabilities and businesses. Through job accommodations, we hope to empower more people with disabilities to apply their strengths and contribute actively to society through their services.
