Minutes of Tainan City Government’s 700th Municipal Administrative Meeting 06/03/2025

Mayor’s Remarks:
1. Tainan City and Chang Jung Christian University have successively hosted the National Games, the National Middle School Athletic Games, and the National Intercollegiate Athletic Games. These events have greatly boosted the city’s sports culture. Thanks to everyone’s efforts, the number of winners and medals earned by our athletes has significantly increased compared to those in previous years. Promoting sports enhances public health, prevents disease, and reduces healthcare costs. Therefore, we must meet the public’s needs for sports facilities. The Sports Bureau is tasked with leading this effort, with the Education Bureau, Public Works Bureau, and other relevant departments collaborating to expand the availability of public venues to our citizens. They should also assist individual sports associations and all schools in establishing open and transparent rules for venue use. The Department of Legal Affairs and the Civil Service Ethics Office are requested to assist by strictly prohibiting long-term occupation by specific organizations to ensure the fair use of public facilities.
2. Regarding the “Tainan Coastal Beach Nourishment Project Results Report,” the Water Resources Bureau is instructed to strengthen flood protection measures ahead of the flood season to prevent future flooding incidents.
Reports
1. The Civil Service Ethics Office submitted a report on the “Effectiveness of Safety Management in Large-Scale Events” (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
(1) Internally, the Civil Service Ethics Office promotes anti-corruption efforts, making the city government more efficient and transparent. Externally, it plays a vital role in security checks and emergency response during large-scale events, serving as the behind-the-scenes hero. When the President, Vice President, or high-ranking officials attend these events, national security personnel handle security operations. For example, this year (2025), President Lai attended the opening ceremony of the National Middle School Athletic Games, and Vice President Hsiao attended the closing ceremony; Vice President Hsiao also attended the opening ceremony of the National Intercollegiate Athletic Games. Staff from the Civil Service Ethics Office also played a key role in ensuring security at these events.
(2) At the end of July, the city government will host the 8th WBSC U-12 Baseball World Cup at the main and secondary fields of the Asia-Pacific Baseball Stadiums and Training Center. The U15 Baseball World Cup will also be held there. With international guests in attendance, ensuring proper security measures will be especially important. We appreciate the efforts of the Sports Bureau, Police Bureau, and Civil Service Ethics Office. The Sports Bureau is requested to continue enhancing the facilities while ensuring venue safety. We look forward to a successful event that provides the best possible venue experience for citizens, fans, players, team staff, and officials.
2. The Research, Development and Evaluation Commission presented a report titled “Youth without Boundaries, Tainan’s New Momentum — Tainan City Youth Strategic Alliance” (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
Young people are the pillars of our nation’s future and key partners in driving the city’s progress. The city government, in collaboration with universities and institutions, plans to establish a Youth Strategic Alliance by the end of the year to serve young people through collective efforts. In recent years, the Tainan City Government has implemented youth-friendly policies across various fields, including youth entrepreneurship subsidies, youth farmer support/counseling, rental subsidies, and digital nomad hubs. The Research, Development and Evaluation Commission is asked to leverage this alliance to help motivated young people access appropriate resources and work together to support the youth in our city.
