Minutes of Tainan City Government’s 704th Municipal Administrative Meeting 07/01/2025

Mayor’s Remarks:
1. The AI Mask Removal ATM Alert System, developed by the Smart Development Center under Tainan’s Research, Development, and Evaluation Commission, has effectively reduced the number of withdrawals by money runners after one month of trial implementation. Recently, a commercial bank announced plans to install AI facial recognition devices in some ATMs, following the example of Tainan City. The Smart Development Center is asked to continue collaborating with the Police Bureau, farmers' associations, fishermen's associations, and private financial institutions to expand the system’s deployment. Through public–private cooperation, this system will effectively deter financial fraud.
2. Today marks the first day of the second half of the year. All bureaus and departments are instructed to assess the progress of work that was expected to be completed in the first half of the year and expedite its completion. With the central government reducing general grants to local governments, all bureaus and departments should propose measures to address the concerns raised by Legislative Council members.
3. Summer has arrived, and the risk of a dengue fever outbreak is rising. All bureaus and departments are urged to collaborate in preventing another dengue fever epidemic. We are also entering the season for enterovirus, and although the summer break reduces the risk of infection among schoolchildren, parents should remain vigilant about their children’s hygiene habits. The typhoon season, which lasts from July to October, requires increased attention from all bureaus and departments. Necessary precautions and preparations should be made to prevent flooding caused by short-duration, heavy rainfall. We hope that the city will successfully navigate the typhoon season this year.
Reports
1. The Environmental Protection Bureau presented a report on the "Progress of the New Construction and Operation Transfer Project of the Chengxi Renewed Incinerator in Tainan City" (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
(1) Incineration is the primary waste management method in Taiwan, and in recent years, Tainan City is the only one to have built an upgraded incinerator. We are grateful for the support from residents in the Chengxi area. In the past, when the city's incinerators lacked sufficient capacity, other counties and cities helped process our household waste. We are thankful for their assistance. Based on mutual assistance, if Tainan's waste processing capacity becomes sufficient in the future, we will support other counties and cities with their waste disposal. The Environmental Protection Bureau is urged to ensure that the project is completed on time, smoothly, and in accordance with the required quality standards.
(2) When the updated incinerator begins trial operation, the estimated processing capacity should be confirmed. The Environmental Protection Bureau is also asked to evaluate and plan the environmental impact assessment for the old incinerator.
2. The Tourism and Travel Bureau presented a report on the "2025 Tainan Summer Music Festival – Jiangjun Roar" (refer to written sources for details).
Resolution: Approved for reference filing.
Mayor’s Comments:
(1) When President Lai was mayor, he planned the "Summer Music Festival – Jiangjun Roar," which has now entered its 14th year and remains a flagship summer event for the city. In recent years, other counties and cities have held similar events during the summer vacation period. Therefore, how the organizing units can innovate to attract the public is a key focus. Relevant bureaus and departments are asked to continue optimizing parking, traffic management, and vendor arrangements to enhance the event and offer greater variety.
(2) While the public enjoys the event, the Police Bureau and other relevant departments are asked to strengthen traffic safety, ensure security both inside and outside the venue, and maintain public order to prevent any unfortunate incidents during the event.
(3) The greater Beimen area is rich in tourism resources, and a new route between the Jiangjun Fishing Harbor and Penghu will be launched in the future. Scenic spots in the vicinity of this event are also worth recommending to visitors from outside Tainan. The Tourism and Travel Bureau and other relevant departments are requested to strengthen promotional efforts.
