Minutes of Tainan City Government’s 724th Municipal Administrative Meeting 11/18/2025

Mayor’s Remarks:
1. This Thursday, November 20th, marks World Children’s Day. In conjunction, the President has announced the establishment of the Children and Families Administration. Tainan City has long been committed to advancing children's rights, with initiatives including the expansion of quasi-public educare services, the provision of temporary and nighttime childcare, an emphasis on health and nutrition in school education, and the installation of inclusive play facilities in parks. Relevant bureaus are instructed to expedite the development of parent–child centers and featured playgrounds. While the city government spares no effort in enhancing both programmatic and physical infrastructure, as well as expanding educational opportunities for children, incidents of child abuse and gender-based violence still occur. Relevant bureaus and departments are urged to strengthen facilities and policies further to protect children's rights. In the event of such incidents, a prompt and serious response is essential. Victims must be provided with immediate protection, and perpetrators must be subject to legal action and penalties in accordance with the law.
2. The Beigang Mazu’s procession through southern cities is currently passing through 17 administrative districts in Tainan and will continue until November 23rd. The Civil Affairs Bureau is tasked with assisting Beigang Chaotian Temple and participating temples in completing the pilgrimage procession according to schedule. In addition, the bureau must strengthen oversight to ensure that all temples comply with relevant laws and regulations, strictly prohibiting any actions that damage the environment or disturb the peace of local communities at night to safeguard residents’ quality of life.
3. Regarding the “Expanded Marketing Strategy for Integrating the NT$10,000 Universal Cash Handout with the Shopping Festival,” the Economic Development Bureau is requested to include the International Travel Fair as part of the Shopping Festival activities.
Reports
1. The Transportation Bureau presented a report titled “Development and Current Operational Status of the Tainan City Public Bicycle Rental System” (refer to written sources for details).

Mayor’s Comments:
(1) Since the launch of the public bicycle rental system on February 23rd, 2023, a total of 632 rental stations have been established, with cumulative usage exceeding 10.8 million person-times. Before any new stations are added, newly procured bicycles should be deployed in advance to improve the turnover rate at each station.
(2) Given the city’s expansive geographic area, the Transportation Bureau is requested to evaluate station locations recommended by residents and expedite the site inspection process. The goal is to reach 825 stations by next year—preferably ahead of schedule—with an estimated fleet of 8,000 bicycles, providing residents with more convenient low-carbon vehicle options.
2. The Public Health Bureau presented a report on the “Family Physician Program 2.0” (refer to written sources for details).

Mayor’s Comments:
(1) The Family Physician Program 2.0, promoted by the central government in collaboration with the city government, aims to establish patient-centered, community-based healthcare services to safeguard public health. Currently, 12 hospitals and 518 clinics in Tainan City have joined the program.
(2) The Family Physician Program 2.0, along with the “Tainan City Government Shared Care Cloud,” encourages citizens to download the “My Health Bank” mobile app to track their medical visits, prescriptions, and health checkup data. The Civil Affairs Bureau, Social Affairs Bureau, and other relevant departments are requested to strengthen outreach and promotional efforts. The goal is to raise public awareness of personal health and to promote early detection, timely treatment, and effective disease prevention through the use of health management apps.
