Minutes of Tainan City Government’s 725th Municipal Administrative Meeting 11/25/2025

Mayor’s Remarks:
1. A fire recently broke out at a temporary storage site for cleared items following Typhoon Danas. Combined with monsoonal winds and transboundary pollution, this has negatively impacted the local air quality. The Environmental Protection Bureau is instructed to strengthen air quality monitoring, issue timely alerts, and provide relevant public explanations. Citizens are urged to remain attentive to air quality conditions and take appropriate health precautions. All bureaus and departments are requested to cooperate with air quality response efforts, such as minimizing dust during public construction projects and reducing emissions in daily operations.
2. Although pork prices were previously affected by African swine fever, our concerted efforts have successfully contained the outbreak, and prices have recently begun to stabilize. However, due to a sharp collapse in pork prices in neighboring countries, there have been repeated instances of travelers attempting to bring pork products into Taiwan. Relevant bureaus and departments are instructed to cooperate with the central government in enforcing border disease prevention measures. The Agriculture Bureau is directed to continue the stringent oversight of biosecurity practices at pig farms, ensuring that no vulnerabilities arise. The central government has banned the use of kitchen waste as pig feed; pig farmers must fully comply with this policy. The Agriculture Bureau is expected to carry out rigorous inspections and strictly penalize any violations to protect the city’s livestock and pig farming industries, as well as public health.
3. With regard to the “Project Progress Report on the Construction of Publicly Owned, Privately Operated Childcare Centers and Parent–Child Centers,” the Social Affairs Bureau is requested to complete all projects on schedule and to the required quality standards.
4. The Smart Development Center is tasked with centrally organizing and preparing decommissioned computers and laptops from various bureaus and departments to facilitate their donation by the city government to social welfare organizations.

1. The Fire Bureau presented a report titled “Application and Outcomes of Drones at Disaster Sites” (refer to written sources for details).

Mayor’s Comments:
(1) Since its establishment, the Fire Bureau’s drone unit has delivered outstanding results. Whether in the number of trained police and firefighter drone pilots, the quantity of drones, or the quality of training and operational performance, Tainan City’s application of drone technology is fully comparable to—and even uniquely distinguished from—that of other cities and counties in both quality and scale. The establishment of the drone unit is not about following trends, but about enhancing reconnaissance, emergency response, resilience, and the timely completion of assigned tasks. Special thanks to the Fire Bureau for its dedicated efforts.
(2) This year, artificial intelligence has been integrated into drone operations. The Fire Bureau is encouraged to continue advancing this technology to reduce frontline risks for firefighters and to enhance the efficiency and effectiveness of fire suppression, disaster response, and rescue operations further.
2. The Cultural Affairs Bureau presented a report titled “2026 Longci Light Festival – Void Mountain” (refer to written sources for details).

Mayor’s Comments:
(1) The Longci Light Festival – Void Mountain, now in its seventh year since its launch in 2019, has significantly raised Longci’s profile, transforming it from a remote area into a recognized cultural destination. This pioneering event, which integrates forest landscapes with artistic expression, is the first of its kind in the nation and has earned widespread acclaim from residents, domestic and international visitors, and the art community alike. Special appreciation goes to the Cultural Affairs Bureau for its dedicated efforts.
(2) Although the Longci Light Festival – Void Mountain is a paid event, it continues to attract large numbers of visitors. All bureaus and departments are encouraged to invite friends and community groups—such as volunteer police officers and firefighters—to attend. Building on last year’s strong performance, it is hoped that this year’s festival will sustain the momentum and reach new heights.
