Mayor’s Remarks:
1. Recently, multiple fires have occurred at temporary waste storage sites and landfills across the country, including in Tainan City. These incidents may be associated with dry and high-temperature weather conditions, which can cause heat to build up in the lower layers and lead to the generation of biogas. To prevent such fires, waste stored at these sites should be processed and cleared as early as possible. However, the city’s incinerator is still in the preparatory phase and can currently handle only a limited volume of waste. The Environmental Protection Bureau is therefore instructed to strengthen preventive measures and ensure that any signs of fire are promptly detected and addressed. Additionally, several counties and cities have experienced problems related to the use of kitchen waste as pig feed. If all kitchen waste were instead incinerated, it could result in increased air pollution and place greater financial pressure on local governments. Therefore, the reduction and proper sorting of general waste and kitchen waste must be actively promoted. Deputy Mayor Chao is requested to convene the Economic Development Bureau, Market Administration Office, Tourism and Travel Bureau, Education Bureau, and other relevant departments to formulate appropriate response strategies.
2. Beginning today, due to Taiwan Water Corporation’s main water supply pipeline construction project, certain areas will undergo temporary water outages or reduced water pressure. All bureaus and departments are requested to assist in disseminating public notices to ensure that residents can store water in advance. This will facilitate the smooth progress of the project, help reduce water leakage, improve water supply quality, and ensure that residents’ quality of life is not affected by water outages. Additionally, all bureaus and departments must take extra care during public works to avoid damaging pipelines and to uphold public safety.
3. As temperatures have recently begun to drop, it marks both the season of migratory bird activity and a peak period for avian influenza. The Agriculture Bureau is instructed to remain vigilant and take proactive measures to prevent outbreaks that could lead to the mass culling of laying hens and broiler chickens, resulting in supply disruptions. The Bureau must also strictly guard against pesticide residues in eggs, particularly fipronil metabolites. Regarding the recent incident in Yunlin, where banned substances were found in Taiwan tilapia fillets, such cases can negatively affect the reputation and market for Taiwan tilapia. As Tainan City is the largest production area for Taiwan tilapia, the Agriculture Bureau is requested to strengthen inspection and testing efforts. Should such cases occur, they must be addressed immediately to prevent contaminated products from reaching the market. If no such issues are found, promotional efforts should be enhanced to highlight that Tainan’s Taiwan tilapia are certified, safe, and nutritious, thereby supporting the marketing of the city’s aquatic products.
Reports
1. The Civil Service Ethics Office presented a report titled “Implementation Outcomes of Tainan City Government’s Procurement Integrity Platform” (refer to written sources for details).
Resolution: Filed for reference.
Mayor’s Comments:
(1) Residents, law enforcement agencies, and prosecutorial and investigative agencies expect public works undertaken by local governments to be executed in an open, transparent, and efficient manner. For projects exceeding a certain threshold, oversight through the Integrity Platform helps ensure that contractors can fulfill their obligations without external interference, and that law enforcement agencies, engineering departments, and procurement procedures uphold proper principles and proceed smoothly. Since the launch of the Integrity Platform for the Anping Water Reclamation Plant in 2020, many major projects have advanced successfully. The Civil Service Ethics Office is requested to continue updating the platform’s operational progress on the city government’s official website—including liaison meetings, training sessions, communications on procurement regulations, and visits by scholars and experts—to ensure that the public is well-informed and to prevent potential deficiencies proactively.
(2) Major projects and investment initiatives often span long timelines. The Integrity Platform should therefore not only incorporate prosecutorial, investigative, and anti-corruption agencies, but also place a greater emphasis on such issues as occupational safety and environmental protection. The Civil Service Ethics Office is requested to strengthen the platform’s functions further to enhance the efficiency of the city’s tendering and contracting processes, ensure transparency, and enable oversight from all sectors of society, thereby ensuring broad public awareness.
2. The Land Administration Bureau presented a report titled “Land Development Achievements in Tainan City in 2025” (refer to written sources for details).
Resolution: Filed for reference.
Mayor’s Comments:
(1) Land development plays a critical role in urban growth, but excessive development should be avoided. Overdevelopment can impose unsustainable burdens on both national and local finances, potentially leading to bankruptcy or severe setbacks in the real estate market, which in turn may impact the broader economy. Therefore, moderate and well-planned development is the only viable approach. Tainan City adopts a balanced strategy that emphasizes both quality and quantity, ensuring optimal land use that benefits both residents and the government—ultimately creating a win-win outcome for all.
(2) Developed land allows the city government to obtain public facility land at no cost, thereby conserving public funds. Allocated parcels may then be sold through tendering to ensure optimal land use and increase municipal revenue. For public facility land, the city government adopts mechanisms, such as granting superficies rights or leasing instead of selling, preserving public land ownership while still generating income for the city. Ten projects are scheduled to commence sequentially next year. Land development cannot be completed overnight. In recent years, the city government has primarily utilized urban land consolidation and zone expropriation, approaches that have reduced public grievances, litigation, and irregularities while improving both efficiency and fairness. By contrast, self-managed land consolidation projects have frequently encountered disputes, lawsuits, and delays. To date, a total of 40 development zones have been completed or are underway, enabling the city government to acquire over 470 hectares of public facility land free of charge. These include 91 new parks and 47 detention basins, along with approximately 232 hectares of newly added industrial land in both the northern and southern areas of the Zengwen River. The dedicated efforts of colleagues at the Land Administration Bureau are sincerely appreciated.
(3) To address idle public facility reserved land, the city government has launched a program to lift public land reservation status and return the land to the public. To date, eight districts have undergone this process through urban land consolidation, which not only helps landowners clarify property rights but also enhances land-use efficiency. The Public Works Bureau, Transportation Bureau, Water Resources Bureau, Economic Development Bureau, and other relevant departments are requested to provide input on public works, people-centered transportation, flood prevention and water management, and industrial needs during the planning and implementation of land consolidation or zone expropriation projects. This will help ensure that redevelopment meets the city’s broader development goals and that land allocated by the city government can be effectively used for a wide range of public infrastructure projects.
