1. With only one month remaining before the Lunar New Year, all colleagues are urged to make the most of this time and conscientiously carry out all municipal responsibilities. The coming month includes both the Lunar New Year holiday and the 228 Peace Memorial Day long weekend. Municipal services will remain operational throughout the holidays. Sincere thanks are extended to police officers, firefighters, and all on-duty personnel for their dedication. Relevant bureaus and departments are requested to strengthen efforts to maintain the city’s appearance and expand the inspections of sidewalks, traffic islands, public restrooms, and other public facilities to avoid creating a negative impression among residents. The Civil Affairs Bureau is also asked to instruct district offices to inspect directional signs and traffic signals and to repair promptly any that are bent or tilted.
2. Starting next week, sales events for Lunar New Year goods will begin taking place across various districts and traditional marketplaces. The Economic Development Bureau is tasked with ensuring well-organized site traffic flow and parking arrangements, so that residents can enjoy a smooth and cheerful experience of shopping for Lunar New Year goods.

Mayor’s Comments:
(1) The Urban Development Bureau is requested to expedite the handover process for residential move-ins. The Transportation Bureau is asked to develop the most suitable operational plan for the underground parking facility at Yi Ju Xiao Dong, with the goal of improving parking space turnover. A dedicated project report on this matter should be provided to me.
(2) The area surrounding Yi Ju Xiao Dong offers well-developed amenities, and the rent for its housing units is relatively affordable, resulting in enthusiastic public interest—with a total of 3,148 applications submitted. The primary purpose of social housing is to stabilize the local rental market, prevent landlords from arbitrarily raising rents, and provide residents with affordable housing in a desirable location, thereby enhancing overall residential quality. The smooth and successful operation of the social housing project is highly anticipated.
(3) Several social housing projects led by the central government, the National Land Management Agency, and Tainan City are scheduled for phased completion throughout this year (2026), allowing citizens to move in. This is wonderful news for the public. Special thanks go to the Urban Development Bureau and the broader city government team for their efforts.

Mayor’s Comments:
(1) Given Tainan’s expansive territory, its flood-prone areas account for nearly 30% of those nationwide, making the city’s flood control efforts especially challenging. Effective outflow control and sound planning form the foundation of Tainan’s water management policy. In addition, infrastructure projects, such as drainage ditches, retention ponds, and pumping stations, play a vital role in mitigating flood risks. Special thanks go to the Water Resources Bureau for its dedication.
(2) Following last year’s revision by the central government to the area threshold that triggers outflow control measures, the Water Resources Bureau is requested to begin early implementation and encourage cooperation from developers and builders. These efforts will support the city’s flood mitigation work. It is hoped that all hydraulic facilities, construction projects, and related machinery will be completed on time and to the required quality standards in the new year, preventing a last-minute scramble when the flood season arrives.
