Deputy Mayor Yeh’s Remarks:
1. A cold front has recently moved southward, bringing the possibility of damp and chilly weather conditions. The Public Health Bureau and the Social Affairs Bureau are requested to enhance public messaging regarding staying warm, particularly advising older adults to reduce outdoor activities and take precautions against the health risks posed by significant temperature fluctuations between day and night. The Labor Affairs Bureau is asked to remind employers of the risks associated with low temperatures and to strengthen protective measures for outdoor workers. The Agriculture Bureau is requested to promote cold-weather precautions across the agriculture, fishery, and livestock sectors, and to continue strengthening the management of field crops and aquaculture facilities to reduce the potential impacts of low temperatures.
2. This Saturday, the Tourism and Travel Bureau and the Southern Taiwan Science Park Administration will co-host the Southern Taiwan Science Park Dawn Music Festival, which is expected to attract large crowds. The Tourism and Travel Bureau, Transportation Bureau, and Police Bureau are requested to coordinate with the Science Park Administration to implement supporting measures and contingency plans, including pedestrian and vehicle traffic flow arrangements, traffic management, and shuttle parking services. The Department of Information and International Relations and other relevant departments are requested to assist with promotional efforts to enhance the visibility of Tainan’s tourism.
3. Due to last year’s typhoon and earthquake, the city’s jujube yield declined. This year, however, both the quantity and quality of the fruit are excellent. Heads of bureaus and departments are encouraged to consider featuring jujubes in gift sets for guests, in support of the Agriculture Bureau’s marketing and promotional efforts.
4. The Agriculture Bureau is requested to continue monitoring the production and marketing of red shallots and to leverage industry promotion events to strengthen outreach and sales.
5. With the nine-day Lunar New Year holiday approaching, all bureaus and departments are requested to increase environmental cleaning of public facilities under their jurisdiction, including roads, alleys, markets, parks, and cultural or tourist sites, and to promptly carry out any necessary repairs.

(1) The Mayor has noted that an aging society is a defining trend of our time. The Cultural Affairs Bureau, Education Bureau, Labor Affairs Bureau, and Sports Bureau are requested to implement corresponding support measures. Tainan has officially entered the stage of a super-aged society, with nearly 380,000 residents aged 65 and over, accounting for approximately 20.48% of the total population—a notably high proportion. The city has fulfilled its goal of establishing one daycare center per school district, as well as ensuring that each district has both an Evergreen Learning Center and a flagship senior service center. According to the report, there remains room to expand participation in the learning center programs. The Social Affairs Bureau is encouraged to continue its efforts, and all departments are urged to explore strategies to further enhance the value and contributions of older adults.
(2) For seniors living alone or in remote areas, the Social Affairs Bureau is requested to increase outreach and proactively provide information about programs such as the Evergreen Learning Center, to support the physical and mental wellbeing of these citizens. The Bureau is also requested to actively collaborate with the Public Health Bureau’s senior fitness hubs and the Labor Affairs Bureau’s senior talent service centers to provide more diverse referral services. In addition, the Social Affairs Bureau should conduct regular reviews of the accessibility and safety of areas surrounding Evergreen Learning Centers and senior recreation centers. If any safety issues are identified, the district offices and Public Works Bureau are requested to assist in making the necessary improvements.

(1) Traditional markets are not only integral to citizens’ daily lives but also represent a distinctive cultural feature of Tainan. These days, visiting a traditional market has become a must for tourists coming to the city. Special thanks go to the Economic Development Bureau and the Market Administration Office for their creative development of the “Caiqi Duck” and “Yeqi Duck” mascots—original IPs (intellectual properties) that have received an enthusiastic public response. The Economic Development Bureau and Market Administration Office are encouraged to continue promoting high-quality goods from the markets and to use these mascots to further enhance the markets’ appeal as tourist destinations, thereby maximizing their tourism value.
(2) In recent years, the city government has secured funding from the central government to steadily improve the environments surrounding traditional markets. Relevant departments are requested to continue refining efforts in food safety, environmental sanitation, utility infrastructure management, and the planning of traffic and parking flow, in order to enhance the overall quality and safety of the markets. With the Lunar New Year approaching, the relevant departments are also asked to accelerate improvements to market infrastructure. The West Market has become a new highlight of Tainan’s tourism, but its electrical capacity is currently constrained. The Economic Development Bureau and Market Administration Office are requested to monitor the situation closely and prioritize upgrades to the power supply, with the goal of completing all necessary preparations before the holiday season.
