Mayor’s Remarks:
1. As the Lunar New Year approaches, many community organizations and companies will be hosting year-end banquets. The Police Bureau, Economic Development Bureau, Transportation Bureau, and other relevant departments are asked to step up public awareness efforts on drunk driving prevention. Businesses should also be encouraged to remind patrons to use taxis, ride-sharing, or designated driver services to prevent harm to themselves, their families, or others.
2. The central government’s general budget has yet to be passed, which will have a significant impact on the city government’s finances. Relevant bureaus and departments are requested to assess the potential areas of impact, compile a list of affected projects and initiatives, and provide clear explanations to help the public fully understand the implications. This transparency will support public oversight and encourage elected representatives to expedite the review process, thereby safeguarding the rights and interests of our citizens.
3. Last year (2025), the city government took the lead in launching the “ATM Face-Covering Alert Anti-Fraud Initiative,” which has proven highly effective. This year (2026), the program has been expanded through collaboration with CTBC Bank. All bureaus and departments are asked to assist in promoting the initiative to facilitate broader installation of the ATM anti-fraud system, which is expected to yield significant results in combating fraud. Thanks to strong anti-fraud measures implemented by farmers’ associations, post offices, and bank tellers, Tainan ranks first nationwide in effectiveness. The city government will continue to strengthen ATM fraud prevention efforts and enhance public outreach through various administrative and civil channels to reduce the risk of citizens falling victim to scams.
4. Regarding the “Yizhong Urban Land Consolidation Project,” the contractor has repeatedly failed to submit the required as-built drawings and final settlement documents, resulting in financial losses to the city during the dispute period. The Land Administration Bureau is instructed to deduct those losses from the outstanding payments due to the contractor.

(1) According to the Central Weather Administration’s forecast, southern Taiwan is expected to have better weather than the north during the Lunar New Year holiday, which is likely to draw large crowds of returning residents and tourists. The Transportation Bureau is therefore requested to plan and implement effective traffic management measures for 14 key attractions, three major events, and major temples. Police officers and volunteer traffic personnel are also asked to assist in maintaining traffic order and public safety to ensure the smooth running of all activities.

(1) During regular holidays and the Lunar New Year period, the public places the highest priority on three main areas of service: smooth traffic flow, public safety, and environmental cleanliness. With large crowds expected from both returning residents and tourists during the Lunar New Year holiday, it is especially important to uphold these priorities to prevent public inconvenience due to traffic congestion. Accordingly, at today’s (27th) municipal administrative meeting, the Transportation and Police Bureaus were specifically asked to report on traffic management for the Lunar New Year holiday period. This is not a routine formality but a recurring challenge that the city faces each year. In recent years, the city government has improved travel convenience by adding parking spaces and installing offset left-turn lanes. All bureaus and departments are urged to continue working together to maintain smooth traffic flow and reduce disruptions throughout the holiday period.
