Minutes of Tainan City Government’s 736th Municipal Administrative Meeting 02/11/2026

Mayor’s Remarks:
1. Maintaining and improving the overall quality of tourism services in Tainan City require joint efforts by colleagues across all city bureaus and departments, as well as residents. To support the development of the tourism industry, negative incidents—such as price gouging, declining service quality, and consumer disputes—should be avoided. To enhance overall tourism service quality and the city’s image, the Tourism and Travel Bureau is requested to take the lead in planning visitor wayfinding and information signage for major scenic areas and key tourist attractions across the city and to oversee unified design and production to ensure consistency across the signage system and ease of use.
2. Today’s municipal administrative meeting (February 11) is the last meeting before the Lunar New Year. Appreciation is extended to all staff on duty during the holiday period for their hard work. The Public Works Bureau, Land Administration Bureau, Water Resources Bureau, and all District Offices are requested to prioritize cleanliness and landscape beautification in parks and green spaces and to strengthen the cleaning, maintenance, inspections, and routine management of public restrooms and public waste bins, so as to prevent unsanitary “blind spots.” Any unclean conditions should be addressed promptly to maintain city appearance and public health standards. The Transportation Bureau is requested to work with the Police Bureau to manage pedestrian and vehicle flow and to improve parking guidance.
3. Regarding the “Chianan Canal Outer Ring Road (Nan 138–North Outer Ring Road) Bicycle Route Connectivity Project,” the Public Works Bureau is requested to re-announce the tender online as soon as possible.

1. The Department of Legal Affairs presented the report titled “Results of the Tainan City Government’s Handling and Resolution of Consumer Dispute Cases (2024–2025)” (refer to written sources for details).

Mayor’s Comments:
(1) In the past, when prices rose, consumer ombudsmen would conduct inspections to curb unscrupulous businesses from arbitrarily inflating prices. Recently, media reports have noted that some lodging operators in the city have significantly increased room rates during the Lunar New Year period, drawing public attention. Although accommodation pricing is governed by the free market, excessively high lodging prices are undesirable. Consumer ombudsmen are requested to consider how best to conduct inspections and provide guidance.
(2) In recent years, consumer behavior has gradually shifted, with brick-and-mortar retail channels declining and online shopping increasing. According to the report, consumer disputes most frequently involve real estate transactions and online shopping. Relevant bureaus and departments are requested to strengthen guidance of businesses to ensure full disclosure of home purchase information and to use standard form contracts to prevent disputes arising from information asymmetry and lack of transparency. Online shopping is also more prone to disputes due to limited transparency and the anonymity of buyers and sellers. Relevant bureaus and departments are also requested to study appropriate regulatory mechanisms to reduce disputes related to online shopping.
(3) For high-risk sectors identified in the briefing, such as real estate and tourism, the Department of Legal Affairs is requested to initiate joint interagency inspections, leveraging the city government team’s coordinated capacity to safeguard citizens’ rights and interests.
(4) Relevant bureaus and departments are requested to assess the feasibility of imposing taxes on online shopping.
2. The Civil Affairs Bureau presented the report titled “2026 Yanshui Beehive Fireworks Festival” (refer to written sources for details).

Mayor’s Comments:
(1) The Yanshui Beehive Fireworks Festival is a traditional folk event that has been passed down for over a century and, in recent years, has gained increasing national and international attention. In 2024, Tainan City promulgated the “Operational Guidelines for the Yanshui Beehive Fireworks Festival.” The Civil Affairs Bureau, Fire Bureau, Police Bureau, and relevant departments are requested to guide organizers and the public in complying with safety requirements in accordance with these guidelines.
(2) The Yanshui Beehive Fireworks Festival is one of the city’s major folk, cultural, and tourism events, with very high participation from residents and visitors. In 2026, the Taiwan Lantern Festival will be held in Chiayi County from March 3 to March 15, overlapping with the dates of the Yanshui Beehive Fireworks Festival. The organizer, Yanshui Martial Temple, and relevant city government bureaus and departments are requested to strengthen event planning to ensure that the festival is both vibrant and safe. The Civil Affairs Bureau, Cultural Affairs Bureau, and Tourism and Travel Bureau are requested to discuss and refine the program content further. The Police Bureau, Fire Bureau, and Public Health Bureau are requested to implement comprehensive safety measures to avoid creating any negative public impression.
