Minutes of Tainan City Government’s 378th Municipal Administrative Meeting 03/05/2019

Mayor’s Remarks:
1.    The Research Development and Evaluation Commission (RDEC) is now organizing meetings for the Benchmark Program, which will be hosted and supervised by our two Deputy Mayors. I would like to ask the Secretary-General to supervise every department to make sure that the program is carried out at all levels, including policy implementation and budget making. After the first round of meetings, I will try my best to participate in the following rolling meetings. We together form a team, and when promoting policies, we should act like one and demonstrate team spirit.
2.    I would like to assign Deputy Mayor Wang to host the liaison officer meetings, and to lead the Bureau of Civil Affairs and the RDEC to organize and follow up the service cases to maintain good relationships between the government and the city council.
3.    The growing number of visitors to Tainan has stimulated local businesses. But at the same time, it has also caused traffic congestion and sanitary challenges, and put stress on the environment. On the review meetings of the Yuejin Lantern Festival, Taiwan International Orchid Show, and festivals of temples, the Cultural Affairs Bureau, Agriculture Bureau, and the Bureau of Civil Affairs should work with the Bureau of Transportation and the Police Department to propose traffic improvement plans.

1.    The Agriculture Bureau’s report on the production of Tainan’s produce and measures for promotion and stabilizing the price, aiming at protecting farmers’ interest (refer to written sources for details)

Mayor’s Remarks:
(1)    The Agriculture Bureau should pay attention to forecasts of natural disaster and provide suggestion on disaster prevention for farmers to minimize the effect on produce. Also, compensation for crop damages should be widely promoted through various channels.
(2)    The Bureau should keep track of the production of the main domestic produce in Tainan, and assist farmers to secure more direct sales channels and export possibilities. When needed, produce processing measures should be initiated and the Department of Information and International Relations should pitch in to strengthen the promotion to stabilize the price and safeguard farmers’ interests.
(3)    Major achievements in agricultural production, such as exporting jujubes to Japan, or pineapples to Shanghai, should be provided to the media in real-time to consolidate the positive image of Tainan’s produce. 
(4)    To increase promotional channels, the Agriculture Bureau and the Department of Personnel should include heads of each department and the Municipal Advisors in the list of target audience for the marketing of produce.
2.    The Water Resource Bureau’s report on the general overview of Tainan’s water resources and water-saving measures. (refer to written sources for details)

Mayor’s Remarks:
(1)    Each department should propose a contingency plan for drought and implement water-saving measures as soon as possible. 
(2)    Every department is asked to come up with more water conservation measures other than the existing ones. In addition, the promotional materials posted in public places should contain the contact information of the authorities concerned in the case of water waste.
