Mayor’s Remarks:
1. I would like to thank all colleagues and volunteers for their hard work during the Lunar New Year holiday. Your efforts have ensured that Tainan’s citizens have enjoyed a smooth Lunar New Year holiday. The unfortunate murder that took place on the fifth day of the Lunar New Year has captured public attention, both within and beyond Tainan. In response, I would like to ask concerned bureaus to continue investigating the case, collecting evidence, establishing more CCTV cameras along the road in question, and enhancing crime prevention measures.
2. Seeing that the current drought has not subsided, the Ministry of Economic Affairs has increased the drought alert from a “yellow alert” to an “orange alert,” which sets in place water rationing measures. The rationing rate for industrial water will increase from 7% to 10%, whereas the water supplied to car washes, swimming pools, and saunas will be cut by 20%. Concerned bureaus should communicate with these businesses and encourage them to further conserve water. The Economic Development Bureau must notify businesses in advance about such conservation measures and counsel the public in saving water, from reducing the amount of water stored in toilet tanks to repurposing water for irrigation.
3. In response to the influx of returning taishang (Taiwanese businesses that are located in China) and the growth of traditional industries, the Economic Development Bureau should accelerate and expand the business recruitment work for Tainan Technology Industrial Park. I’d also like to ask the Bureau of Urban Development and Bureau of Land Administration to revisit urban plans and local development needs, take action to establish new industrial and production zones, and crackdown on the number of illegal factories, thereby ensuring comprehensive urban and rural development.
4. The Agriculture Bureau and Police Department should issue a press release prior to the upcoming elections for the Farmers Association, reminding the public to abide by relevant regulations and refrain from taking bribes. Any violations will be met with legal consequences.

(1) I would like to thank our colleagues in the Bureau of Transportation and the Police Department for their hard work. Thanks to your dedication, no complaints of major traffic congestions were raised during the Lunar New Year holiday.
(2) Because of COVID-19, the number of people returning for the holiday was less than usual, which means that fewer people were taking public transport and more were traveling in private vehicles. As a result, the number of A2 cases (accidents that result in injury) increased. I would like to ask the Bureau of Transportation and Police Department to reinforce traffic safety to the public.
(3) A large number of police officers and volunteers were on duty this year. The Police Department should reward police officers and volunteers (including neighborhood patrol and traffic control volunteers).
(4) In response to the unfortunate murder that took place on the fifth day of the Lunar New Year, the Police Department must apprehend the perpetrator as soon as possible. Also, the Police Department should establish a mechanism for updating the public on the case and clarifying any misunderstandings.
