Minutes of Tainan City Government’s 515th Municipal Administrative Meeting 11/03/2021

Mayor’s Remarks:
1.    The council meeting is now in session. I urge all bureaus and departments to frequently communicate with council members. In addition to notifying council members about municipal events via letter, colleagues should also make calls to council members’ offices and create official communication records, thereby preventing possible misunderstandings, which may lead to challenges and hindrances for municipal policy application.
2.    Construction for the Bureau of Land Administration’s municipal redistricting cases has been delayed for a number of reasons. I ask the Bureau of Land Administration to brainstorm solutions and handle this matter with haste to ensure that municipal redistricting can be carried out smoothly. As the Bureau of Urban Development continues to release land reserved for public facilities, such land will inevitably face redistricting and other relevant work. I ask concerned bureaus and departments to ensure smooth communication channels to prevent gaps between the release of land, redistricting operations, and subsequent work, as such failures in communication may result in criticism from citizens and council members.

Mayor’s Remarks:
Tainan has blazed many paths for exporting produce and fishery products. Be it domestic sales or exports, sufficient cold chain mechanisms have led to a marked rise in the quality of produce and fisher products, in addition to a reduction in damage to goods. Cold chain logistics is key to the continued competitiveness of produce and fishery products for both Tainan and the nation as a whole. I ask the Agriculture Bureau to proactively seek central government funding for establishing a state-of-the-art cold chain system.
2.    The Environmental Protection Bureau’s report on the Bright Sky Plus project (refer to written sources for details)

Mayor’s Remarks:
(1) Tainan’s citizens care deeply about the city’s environment. To meet citizen demand, we must handle air and water pollution complaints diligently and prevent such issues from arising in the first place.
(2) Air pollution has long been more prevalent in Central and Southern Taiwan during the autumn and winter. Based on the Environmental Protection Bureau’s report, the amount of pollution generated in Tainan City has exhibited a gradual decrease, whereas the percentage of pollution coming from upwind counties has experienced an increase. I thank the Environmental Protection Bureau for their efforts and also the Bureau of Economic Development and other departments for their collaboration. As a result of your excellent work, businesses, when establishing production systems or citizens when purchasing vehicles, have considered how to reduce air pollution. By keeping up the good work, we are sure to drastically decrease the amount of self produced pollution.
