Minutes of Tainan City Government’s 537th Municipal Administrative Meeting 4/12/2022

Mayor’s remarks:
1.    The occupational safety inspection report and the program to release land in Tainan City reserved for public facilities discussed in today’s (12th) meeting are imperative for safeguarding citizens’ rights. I asked concerned departments to strive to achieve the goals set in these two reports.
2.    Many of the COVID-19 outbreaks in other municipalities were traced back to entertainment venues. Because of the nature of these venues, people converse and dine together in close proximity. In other words, it is impossible to maintain social distancing and uphold epidemic prevention measures in these venues. The risks of these venues are self-evident. Thus, concerned departments should proactively inspect these venues. I ask the secretary-general to convene a meeting with the Public Health Bureau, Police Department, Public Works Bureau, Fire Department, and concerned departments and determine how to carry out such inspections. 
3.    Regarding the construction project for Dongguan-Dingjie Village Joint Activity Center in Shanhua District, I ask the Civil Affairs Bureau to mitigate unconventional designs and materials. Please simplify the operation to ensure that the construction project is completed as soon as possible.
4.    There has been a spike in COVID-19 cases lately. To reduce the spread of the pandemic, enforcement measures must be carried out. That being said, it's important to maintain public health while also ensuring that such measures do not severely impact the lives of Tainan's residents. Otherwise, residents may become overwhelmed and end up failing to follow such measures. I ask the Social Affairs Bureau to communicate with senior associations and other organizations for senior citizens and increase vaccine subsidies as an incentive to promote vaccine willingness among senior citizens.

A couple of days ago, an occupational safety incident occurred in Tainan and resulted in casualties. I ask the Labor Affairs Bureau to enhance occupational safety inspections. I would like to thank the Labor Affairs Bureau for the report.

Mayor’s remarks:
(1)     The release of land reserved for public facilities involves citizen rights and public interest. In addition to protecting citizens’ property rights, we must also strive to maximize land use. However, the release of land involves the interests of many parties. Thus, we must be extra cautious when handling the release of land reserved for public facilities while also upholding citizens’ rights. The acquisition of public facilities is of substantial importance, which is why specific standards for the acquisition ratio and payment collection must be stipulated.
(2)     After land for public facilities has been released, such land should be acquired through municipal urban land readjustment. I ask the Urban Development Bureau and Land Administration Bureau to collaborate in safeguarding citizen rights.
