Minutes of Tainan City Government’s 546th Municipal Administrative Meeting 6/14/2022

Mayor’s remarks:
1.    The Public Works Bureau’s report on specialty playgrounds in parks and the Agriculture Bureau’s report on agricultural insurance policies are closely tied to people’s daily lives. I would like to thank the Public Works Bureau and the Agriculture Bureau for their excellent work.
2.    More than 81.24% of 5–11-year-olds in Tainan City have received at least one COVID-19 vaccine. Also, Tainan’s positive test rate is lower than the national average (approx. 4%). These numbers indicate that getting vaccinated provides immediate protection. I ask the Bureau of Education, Social Affairs Bureau, and Public Health Bureau to continue promoting COVID-19 vaccines. Also, the Public Health Bureau should communicate with the Central Government and pay particular attention to the supply and demand of the second shot for school children who have received their first shot four weeks ago. AS of now, more than 60% of 12-17-year-olds have received the second shot with no severe adverse events reported. I would like to thank healthcare workers and our colleagues for their hard work. Let’s hope that the second shot for all 5-11-year-olds goes smoothly.
3.    With the rainy season approaching, concerned departments should focus their efforts on filling in potholes and maintaining public health. I ask the Public Health Bureau, Environmental Protection Bureau, Civil Affairs Bureau, and district offices to ramp up efforts to clean and remove vector breeding grounds, such as water storage containers.
4.    Because of rising commodity prices, extra funding is needed for the construction projects at the Army Artillery Training Command Center’s Tangshan Barracks in Guanmiao District and New Hushan Training Grounds. The Public Works Bureau can consider leveraging existing funding for basic construction. Should additional funding be acquired, then the construction projects can be further polished. Hopefully, construction for the Tangshan Barracks will be completed soon, after which relocation can commence. I ask the Public Works Bureau and Agriculture Bureau to further investigate the rule where the building coverage ratio for facilities used in the animal husbandry businesses should exceed 40%, thereby ensuring that the Agriculture Bureau’s construction project for a new multifunctional education park will proceed without obstacles.

Building specialty playgrounds is an expectation that residents have for the municipal government following the establishment of parks. Tainan’s first specialty playground was unveiled during my term as mayor, and I hope that in the future, more of these parks can be established for parents and children to have a place of recreation, particularly in the northern part of the city. I ask the Public Works Bureau to speed up plans for building quality specialty parks, and I thank all colleagues for their hard work.

Mayor’s remarks:
Everyone knows to purchase insurance for their own safety. The same applies to produce. Agriculture insurance maximizes safeguards for farmers. The Central Government and local governments alike provide subsidies for premiums. When natural disasters strike, the Central Government supplies aid. However, an additional level of protection is provided when farmers purchase agricultural insurance. The objective of aid and insurance is to maximize protection for farmers. Every year, the Central Government and local governments invest hundreds of billions of dollars into agricultural infrastructures and farmers’ benefits. I ask the Agriculture Bureau to take proactive measures in promoting agricultural insurance with the goal of increasing farmers’ willingness to purchase insurance. In addition to protecting themselves, doing so is also in the public’s interest because these measures provide safeguards for agricultural operations and management.
