Minutes of Tainan City Government’s 564th Municipal Administrative Meeting 10/11/2022

Mayor’s Remarks:
1.    The flood season is coming to an end, but our water reserves still aren’t great. The water level at Tsengwen Reservoir is less than 50%, and the total water volume of Tsengwen Reservoir and Wushantou Reservoir combined is less than 290 million tons. Although water levels at Nanhua Reservoir are ideal, the water there is primarily used for household purposes, whereas agricultural and industrial water primarily comes from Tsengwen Reservoir and Wushantou Reservoir. Therefore, I suggest that recycled water be prioritized for municipal water usage, watering plants, and cleaning roads. We should also encourage businesses to use recycled water. I ask the Agriculture Bureau to encourage farmers to grow other types of economic crops and reduce the farming area for water crops as much as possible, thereby preventing agricultural water shortages from arising in the coming year. The Agriculture Bureau should also set up an effective irrigation demonstration area.
2.    The Public Works Bureau, which is currently managing new construction projects at Army Artillery Training Command Center’s Tangshan Barracks in Guanmiao District and New Hushan Training Grounds, plans to increase the number of migrant workers on the projects. I ask the Public Works Bureau to assist in this matter and issue an official letter to the Executive Yuan as soon as possible. Also, I urge the Agriculture Bureau to follow a simplistic design for the new construction project for a multifunctional education park in Syuejia District. Please limit cost increases, shorten the time required for construction, and avoid using special materials.

Mayor’s Remarks:
(1)    Tainan has limited income sources with the lowest amount of income among the six municipalities. Maximizing limited resources, reducing maintenance costs and municipal expenditures, increasing revenue, and decreasing the burden on residents are all goals that we are working toward. During my predecessor’s term, the number of registered vacant spaces was reduced from 17 to four, a marked achievement. During my term as mayor, the four remaining vacant spaces have also been taken off the list. For this, I thank all my colleagues for their excellent work and the bureaus for their cooperation.
(2)    Municipal property should be thoroughly inventoried, and vacant municipal space fully utilized through leasing or the establishment of superficies. Either way, the market value of such land must be reflected. I anticipate that municipal land will be better utilized in the future. Unless for the purpose of covering development costs, municipal land should not be sold. The principle should be to treat municipal property as a sustainable income source. I implore all departments to keep up the good work. We are entrusted by the residents of Tainan to put municipal land, property, and facilities to good use.
