Minutes of Tainan City Government’s 570th Municipal Administrative Meeting 11/22/2022

Deputy Mayor Tai’s Remarks:
1.    To ensure that Tainan’s medical infrastructure is up to date, the Bureau of Land Administration should complete the designated medical zone urban rezoning project at Yongkang Lioujiading according to plan, thereby providing citizens with even better medical facilities. In addition, I ask the Bureau of Land Administration to launch the rezoning tender for the Yongkang Kunda Road urban rezoning project after the demolition tender has been completed.
2.    We must continue to keep our surroundings clean during the election. I ask the Bureau of Civil Affairs and Environmental Protection Bureau to enforce rules regarding traffic and the environment during political rallies. Severe congestion during rallies should be prevented, and the venue should be restored to its original state after rallies. I ask the Environmental Protection Bureau to crack down on promotional items that may damage Tainan’s image or those that constitute clutter. Please have event organizers remove such items in a given amount of time.
3.    On November 26, election day, the Bureau of Civil Affairs and district offices should do their part in providing voting services while enforcing epidemic prevention measures. I ask all departments to fulfill their duties during this election and oversee major construction projects, maintain traffic conditions, and ensure public safety.

1.    The Bureau of Economic Development’s report on the results of promoting solar roofs in 2022 (refer to written sources for details)

Deputy Mayor Tai’s Remarks:
(1)     Developing green energy is an important approach to achieving our goal of becoming carbon neutral by 2050. Solar roofs have the smallest impact on the environment among all green energy applications, and they also reduce indoor temperatures. Currently, Tainan’s solar roof capacity has reached 1.4 GW, which exceeds the sum of Taipei City, New Taipei City, and Keelung City. The number of awards that Tainan has won for its green energy applications is the highest among Taiwan’s six special municipalities. Our efforts have also been recognized by the central government. I ask the Bureau of Economic Development to continue promoting solar roofs. Barns, school buildings, new factories, and government buildings are all excellent places for installing solar roofs. 
(2)     Taiwan has only one large power grid. All electricity in Taiwan is supplied by Taiwan Power Company. Should Taiwan Power Company encounter any issues, power supply across the island will face major challenges. I ask the Bureau of Economic Development to continue selecting excellent power generation equipment suppliers. Please collaborate with Taiwan Power Company and civil groups to promote the establishment of civil power plants in communities. Many countries around the world have taken this approach; thus, this is also our goal. Having community-based micro power grids as a backup to Taiwan Power Company’s major power grid will give us additional options in case Taiwan Power Company runs into any issues. Achieving our vision of becoming a more sustainable city through the development of green energy is a major goal that we are working toward. Let’s all work together in seeing this plan come to fruition.
2.    The Department of Information and International Relations’ report on the Friendship Box project (refer to written sources for details)

Deputy Mayor Tai’s Remarks:
(1)     The pandemic has brought global travel to a grinding halt. To overcome this challenge, the Department of Information and International Relations has held static exhibits to continue promoting cultural exchanges. We should all recognize the Department of Information and International Relations for its excellent work.
(2)     Tainan recently became a sister city with Kyoto and New Orleans; this is thanks to all of your hard work. Promoting international relations has always been a major focus of Taiwan. Considering the current geopolitics, city diplomacy is an ideal path for creating more international space and friendships for Taiwan. I ask the Department of Information and International Relations to continue seeking such opportunities, and for concerned departments to provide the Department of Information and International Relations assistance where needed.
(3)     Tainan will celebrate its 400th birthday in 2024. “Tainan 400” will be held to celebrate this special year for our city. The theme of this event is centered on international relations. Let’s all work on strengthening Tainan’s international presence for this event.   
(4)     Language plays a crucial role in internationalization. I ask the Bureau of Education and concerned departments to emphasize second language acquisition.
