Minutes of Tainan City Government’s 571st Municipal Administrative Meeting 11/29/2022

Mayor’s Remarks:
1.    Although water levels are slightly higher compared to 2021, they are still less than ideal. We must remain vigilant, lead as an example in conserving water, and encourage citizens to do the same. Therefore, I urge all departments to implement water conservation measures. Water conservation measures should be implemented as soon as possible. For example, the municipal government should encourage the use of recycled water for car washes, landscaping businesses, industrial cleaning, and animal shed cleaning on farms. I ask all departments to meet with civic groups to discuss how to conserve water. This is something that we must put our minds to.
2.    The central government is set to lift the mask mandate starting on December 1. This information will be disseminated by the central government. Therefore, the Public Health Bureau and district offices do not need to communicate this change in policy. That being said, we should still encourage the public to mask up indoors and at large gatherings. I ask concerned departments to encourage the public to get their fourth COVID-19 shot and the flu shot. The Social Affairs Bureau and Bureau of Education should tally relevant supplies at care facilities, daycare centers, and schools, to increase students’ and teachers’ willingness to get vaccinated.
3.    I ask the Bureau of Transportation to shorten the duration between filing for project completion and the actual opening date of the new underground parking lot construction project in the West Central District.

Mayor’s Remarks:
(1)    Cold chains are hugely beneficial to keeping products fresh, increasing a city’s international competitiveness, and reducing loss. Developing countries, such as Costa Rica and the Philippines, have long had a robust cold chain system. Therefore, be it for agricultural goods or fisheries, we must ramp up the development of Tainan’s cold chain capacities. We will continue to seek funding from the central government to help elevate local industries.
(2)    Sinhua Fruit and Vegetable Market has proven invaluable in promoting the sales of agricultural goods, benefiting both distributors and farmers and helping stabilize the sales of goods. Tainan will continue to expand its cold chain capabilities with the goal of increasing both domestic and foreign sales.

Mayor’s Remarks:
This year’s Tainan Design Week features five indigenous and five non-indigenous designers, all designing pieces that foreshadow the upcoming Tainan's 400th anniversary, as well as Taipei Fashion Week, which will take place next spring. This year, 11 local textile brands will showcase their work at joint exhibitions during Tainan Design Week. I ask the Cultural Affairs Bureau, Economic Development Bureau, and the Indigenous Peoples Affairs Commission to invite professionals in relevant fields and the public to visit the events.
