Minutes of Tainan City Government’s 573rd Municipal Administrative Meeting 12/13/2022

Mayor’s Remarks:
1.    It’s almost the end of the year. All departments should be mindful of the execution rate of their budget. That being said, please refrain from budget dumping.
2.    Many municipal and private events are held at the end of the year. We should remind visitors to pick up after themselves and restore the venue to its original state. I ask concerned departments to pay close attention to the cleanliness of reflective mirrors. If certain public facilities are found to be dirty or messy, please clean them up as soon as possible. Dust control and waste removal are also focal points near public construction sites, as these factors impact traffic conditions and pedestrian safety.
3.    Recently, several high-profile crimes have been reported across different municipalities. I ask the Police Department to continue cracking down on gang activity and narcotics. Let’s work toward providing citizens with a safe and happy new year.
4.    The Bureau of Education should oversee the funding and progress of the construction of the new kindergarten building in Cieba Elementary School and the demolition and reconstruction of classrooms in building B of Jiangjyun Kindergarten.
Announcements
1.    The Finance and Local Tax Bureau’s report on vacating squatters and revitalizing public property (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    I ask the Finance and Local Tax Bureau to compile a report on the outcome of vacating squatters and revitalizing public property in the years 2021 and 2022. Please deliver this report to me once finished.
(2)    Tainan used to have a serious problem of public land being illegally occupied or used for purposes not included in the zoning regulations of the land in question. Reclaiming public property that is illegally occupied is the municipal government’s responsibility. I would like to thank the Finance and Local Tax Bureau, district offices, and concerned departments for their excellent work in reclaiming public property.
(3)    Reclaimed municipal property should be put to good use. For example, such land should be beautified, transformed into municipal parking lots, or leased. It is up to the municipal government to manage public property, but such assets belong to the public. Therefore, we must strive to maintain such property and prevent public land from being occupied illegally. Seeing that this is a major part of urban governance, I ask the Finance and Local Tax Bureau to continue working on this area.
2.    The Department of Information and International Relations’ report on the 2023 Tainan City Christmas and New Year’s Eve events (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Although the municipal government has limited resources and funding for organizing events, it still strives to make such events as fun and exciting as possible for visitors. All of Tainan’s 2023 Christmas and New Year’s Eve events are free, and everyone is welcome to visit.
(2)    In the past, we have always held one family-friendly event and one New Year’s Eve celebration at the end of the year. In this year’s Christmas and New Year’s Eve series, we are set to host three large parties and three family-friendly events that are spread across Tainan City, serving a greater population. We extend our warmest welcome to everybody and we hope everyone will have fun at Tainan’s year-end events to celebrate the coming of 2023.
(3)    We must do our best to prevent any accidents from happening during this series of events. I ask concerned departments to keep in mind their duties to the public. Please put extra thought into maintaining traffic and public safety.
