Minutes of Tainan City Government’s 601st Municipal Administrative Meeting 7/4/2023

Mayor’s Remarks:
1.    Last night, the municipal government announced the rollout of a teenager protection program. Concerned departments are tasked with promoting water safety and epidemic prevention measures, as well as reminding businesses to not sell alcohol or tobacco to children under 18. I implore concerned departments to place a particular emphasis on maintaining traffic and water safety at popular attractions during summer vacation.
2.    We have identified the source of the most recent Dengue fever cases and are taking measures to prevent the disease from spreading. The communication path of Dengue fever is different from that of COVID-19 in that mosquitos are the vectors. Therefore, controlling the mosquito and larva populations is key to managing this disease. Although there is no way to eliminate mosquitos altogether, it is possible to mitigate the regional population of mosquitos. Therefore, we should continue focusing on eliminating breeding grounds and applying insecticide, with the former centered on larvae and the latter focused on full-grown mosquitos. Concerned departments should continue to promote mosquito prevention measures and work with communities and the public to eliminate breeding grounds. Other municipalities have also reported cases of Dengue fever. We must mobilize and tackle this problem proactively to safeguard public health. I ask the Public Health Bureau and Environmental Protection Bureau to document and trace cases of Dengue fever, and to handle such cases accordingly.
3.    The Water Resources Bureau should expedite the first tender for installing a sewage branch network and connecting households to public sewage in the Huweiliao region. Please also discusses the sewage connection rates for households in the area.

Mayor’s Remarks:
(1)    Improving pedestrian access is an ongoing project that the municipal government is focused on. Today (4th), the city council passed a bill to front the cost of building pedestrian walkways near schools. The central government allocated two subsidies for this project within half a month, indicating how much the central and local government value the improvement and optimization of walkways near campuses. The Bureau of Transportation and Public Works Bureau should collaborate and consolidate projects centered on road improvement, campus walkways, and pedestrian safety, and report the results to the public.
(2)    Tainan covers a large area. Be it oldtown, new development zones, or downtown, sections of roads with high traffic accident rates should be reviewed. Traffic conditions at these hotspots should be improved even with limited resources, and the public should be able to feel a difference. I anticipate that road improvement and campus walkway optimization projects will provide the opportunity for the Bureau of Transportation, Public Works Bureau, and concerned departments to install traffic signals that contribute to road safety.

Mayor’s Remarks:
Law enforcement is a tool and a means that can be used to improve the habits of pedestrians and drivers. In addition to enforcing the law, the municipal government promotes traffic safety through a variety of educational measures, including short videos. These measures are aimed at helping pedestrians, senior citizens, and drivers develop correct concepts for traffic safety. I hope that through these endeavors, we can effectively improve the public's awareness of road safety, making transportation safer and more convenient. I would like to thank law enforcement for their excellent work.
