Minutes of Tainan City Government’s 698th Municipal Administrative Meeting 05/20/2025

Mayor’s Remarks:
1. Recently, a serious traffic accident occurred near a school in another city, and our city has experienced a similar incident in the past. We must learn from these events and pay special attention to traffic safety during school arrival and dismissal times. In addition to improving both software and hardware infrastructure, the Education Bureau, Transportation Bureau, and Police Bureau are urged to enhance traffic safety measures to prevent future tragedies. Teachers, parents, and students are also asked to follow traffic rules during school commute hours. Relevant departments are requested to expedite the completion of the Safe Routes to School project and improve intersection planning. Furthermore, all bureaus and departments should strengthen public education on safe and responsible driving behavior and remind citizens not to drive when experiencing poor physical or mental conditions, to avoid accidents. Let us work together to improve traffic order and prevent traffic-related incidents.
2. The flood season is approaching. With the current hot and humid weather and frequent short-duration intense rainfall, both the Water Resources Bureau and the Public Health Bureau must remain on high alert. Such weather conditions increase the risk of dengue fever, and recent surveillance has shown a rising trend in the number of eggs found in ovitraps. All bureaus and departments are urged to strengthen inspections. Our city recorded zero indigenous dengue fever cases last year. Let us maintain our prevention and control efforts to avoid a repeat of the outbreak from two years ago.
3. The Agriculture Bureau is requested to collaborate with the Tourism and Travel Bureau to promote Taiwan Tilapia to hotels and related hospitality businesses.
4. All bureaus and departments are expected to communicate in advance and respond thoroughly to questions during City Council’s regular interpellation sessions. If any misinformation or false reports arise, clarifications should be issued promptly.
Reports
1. The Social Affairs Bureau presented a report titled, “Abundant Resources for Individuals with Disabilities: Promoting Independent and Autonomous Living through the Deployment of Care Service Resources” (refer to written sources for details). 
Resolution: Approved for reference filing. 
Mayor’s Comments:
(1) Care services for individuals with disabilities are not only a component of the social support system, but also a key element in realizing the vision of an inclusive and compassionate society. The Social Affairs Bureau is encouraged to continue expanding community-based service resources, including community day activity centers, community-based day care, supported community housing, family-based care, and mental health clubhouses. In particular, mental health clubhouses play a vital role in supporting the right of individuals with mental disabilities to live with dignity and equality while also helping to reduce stigma and challenge entrenched social stereotypes. We extend our sincere appreciation to the Social Affairs Bureau for its ongoing efforts to provide appropriate care and to create opportunities for individuals with disabilities to realize their potential.
(2) While establishing service sites, the Social Affairs Bureau is also urged to ensure that frontline staff are provided with sufficient resources and timely encouragement.
2. The Sports Bureau submitted a report on the "Work Plan for the 2025 Tainan International Dragon Boat Championships" (refer to written sources for details).

Mayor’s Comments:
(1) The Dragon Boat Festival is a traditional and culturally significant event in Tainan and throughout Taiwan. When planning such events, our challenge lies in preserving cultural heritage through engaging activities while also capturing the interest of younger generations. Through this engagement, we hope to foster a deeper appreciation for Tainan’s rich culture. Special thanks to the Sports Bureau for its thoughtful planning of this year’s event.
(2) Given the recent heat, we hope that the rich program of activities associated with the event—including performances, races, and market stalls—will encourage public participation. The Sports Bureau is expected to deliver a well-executed plan for these activities. The Transportation Bureau and Police Bureau are requested to ensure smooth traffic management in the surrounding areas, preventing parking chaos and ensuring convenient access for the public. All relevant departments should also maintain safety and cleanliness in the event areas. This year, the Sports Bureau’s hosting of the National Middle School Athletic Games received widespread acclaim, and we expect the Bureau to uphold the same spirit and high standards in planning this event, with the full cooperation of all relevant bureaus and departments.
