Mayor’s Remarks:
1. Recent weather fluctuations have been substantial. According to weather forecasts, a southerly wind is expected to approach tomorrow (28th), with Tainan likely to be the first area affected. Relevant bureaus and departments are instructed to monitor rainfall and tidal conditions closely to prevent flooding and water accumulation in low-lying areas and drainage systems.
2. Thanks to the city government’s active investment promotion efforts, several large-scale shopping centers are expected to begin trial or official operations in the second half of the year. As a popular tourist destination, Tainan City sees high visitor traffic on both weekdays and weekends. With the summer vacation season approaching and major events planned for the second half of the year, a significant increase in both pedestrian and vehicular traffic is anticipated. The Economic Development Bureau is requested to coordinate with the Transportation Bureau and the Police Department to develop comprehensive traffic management plans based on projected visitor numbers and vehicle traffic to prevent congestion.
3. In response to the Department of Budget, Accounting, and Statistics’ report titled “Tainan City’s Response to the Nearly NT$5.2 Billion Reduction in General Grants,” all bureaus and departments are instructed to submit detailed reports on the budget reductions or deferred projects for the second half of this year (2025) to help alleviate the city’s financial burden. The Secretary-General is requested to convene a meeting promptly to review the NT$7 billion in recurring reserved funds and conduct a targeted assessment of items that have been retained year after year but consistently show low execution rates. The results should be submitted for the Mayor’s approval. For the next fiscal year (2026), the Water Resources Bureau is instructed not to allocate any budget for sewage system construction. The Department of Budget, Accounting, and Statistics is also asked to compile and submit, by the 29th, a list of reserved items funded solely by city resources for the Mayor’s reference.

Mayor’s Comments:
(1) Government-led urban renewal offers three key advantages. First, it serves the public interest and revitalizes idle land. Originally, the Ministry of National Defense planned to reconstruct aging military dependents’ villages. However, due to the large number of such villages across Taiwan, rebuilding them one by one would not only delay the timeline but also place an excessive financial burden on the government. Therefore, local governments actively supported using government-led urban renewal as the approach for redeveloping Erkong Military Dependents’ Village. Second, these projects enhance urban functionality and expand public infrastructure. Third, through floor area ratio incentives, local governments can acquire social housing at no cost, saving substantial public funds.
The Urban Development Bureau is encouraged to continue working with developers to revitalize both public and private land and expand public facilities, such as social housing, parking lots, and green spaces.
(2) The government-led urban renewal project in Erkong Village successfully preserved several air defense bunkers and military dependents’ housing, providing a visible reminder of the city’s history for its citizens. The social housing units obtained through the government-led urban renewal project should be allocated using a well-designed and fair lottery system to uphold both social welfare and fairness.

Mayor’s Comments:
(1) The net-zero transition is not only a key vision for Tainan, but also a national objective and Taiwan’s responsibility as a member of the global community. The second phase of the city’s greenhouse gas reduction action plan is currently being implemented and will run through 2025. All responsible bureaus and departments must ensure full execution of the plan and achieve its targets by the end of 2025. In addition, all bureaus are urged to align with the central government’s 20 flagship initiatives and begin drafting the third phase of the greenhouse gas reduction action plan (2026–2030), continuing progress toward a sustainable, net-zero future.
(2) The presentation outlined six priority initiatives for advancement, and all bureaus and departments are urged to cooperate actively. The Executive Yuan has announced a NT$10 billion “Green Growth Fund” to be administered by the Ministry of Environment. The fund primarily supports green and sustainable development projects across public and private sectors in cities and counties. Relevant bureaus are encouraged to assist enterprises actively in applying for this funding and in upgrading their operations to strengthen international competitiveness while advancing energy conservation and carbon reduction goals.
