Tainan Strengthens Pandemic Prevention Campaign and Accommodation Management for Migrant Workers to Prevent Breaches

To ensure that the living environment of migrant workers meet all epidemic prevention and control standards and to strengthen public outreach efforts, Tainan City Mayor Huang Wei-che visited migrant workers' dormitories on Dec. 14, along with officials from the Labor Affairs Bureau and the Southern District Labor Health Service Center. During the on-site inspection, the business owners showed high alertness about the prevention of COVID-19 in migrant dormitories. They have made appropriate preventive arrangements in terms of living care, sanitary facilities, and working environment.

 

Some suspect that the sharing of dorm rooms led to the COVID-19 infection of some migrant workers. Tainan City government is particularly vigilant about preventing and controlling COVID-19 outbreak among migrant workers. Currently, there are a total of 60,131 migrant workers in Tainan City. During the on-site inspection, officials from the Labor Affairs Bureau conducted public education and outreach campaigns to promote the "Guidelines for Employing Migrant Workers in Response COVID-19: Precautions for Migrant Workers' Work, Daily and Outting Management" promulgated by the Ministry of Labor. According to this set of Guidelines, employers should properly arrange worksite and accommodation sites for migrant workers. Those who live together in the same dormitory area should also share the same worksite and follow a similar work schedule. Employers must also follow through other disease prevention and control measures, including temperature-taking, disinfection of transportation vehicles, and entry-exit management in dormitory areas.

 

According to regulations by the Central Epidemic Command Center (CECC), migrant workers must continue to observe a 7-day self-managmenet and stay in individual rooms or at least in spaces where they can maintain 1.5-meter social distance after completing their 14-day group quarantine/home quarantine. They should also wear masks at all times and thoroughly implement sanitation measures.

 

Tainan's Labor Affairs Bureau stated that in order to facilitate partnership between employers and migrant workers, the city government will continue to play a proactive role, develop multi-lingual campaign posters, and distribute them in industrial parks, factor plants, migrant worker dormitories, shops, and other places frequented by migrant workers.
