Minutes of Tainan City Government’s 399th Municipal Administrative Meeting 07/30/2019

Mayor’s Remarks:
1.    The 2019 V WBSC U12 Baseball World Championship is now proceeding. I am grateful for the help and support from all concerned bureaus and departments: the Police Department for maintaining order and safety; the Public Works Bureau for hurrying to finish the construction in bad weather condition; the Bureau of Education for arranging the games and receiving the athletes. As the Championship is still ongoing, relevant bureaus should continue to spare no effort to assist athletes, maintain smooth flow of traffic and safety, and make a good impression on the audience and participants. According to the weather forecast of the Central Weather Bureau, there will be heavy rain starting from Thursday, which may affect the games. The Bureau of Education should take precautions accordingly.
2.    Heavy rain is expected to arrive on Thursday. The Water Resources Bureau, the Fire Bureau, and the Office of Disaster Management should closely monitor the weather and be fully prepared. Before the rain comes, the Public Health Bureau, the Environmental Protection Bureau and other concerned departments should continue to wipe out mosquito breeding grounds to prevent dengue fever, especially in areas with higher ovitrap index.
Announcements
1.    The Bureau of Education’s report on the report, prevention, handling, and counseling measures of the incidents violating sexual equality in school. (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Tainan City Government has zero tolerance of incidents of sexual assault, bullying or harassment in school. Zero tolerance does not mean such incidents will never occur. However, we aim to prevent them from happening, and to quickly respond to any incident. Thorough investigation will be conducted, and punishment and criminal responsibility will be imposed. We hope to deter violations and meet the expectation of the general public, who care a lot about sexual equality and students’ right to education. The Bureau of Education should implement preventive measures, and must not hide or cover up any incidents. The investigation should not be stalled, and punishment be given once allegation is proved.
(2)    The Bureau of Social Affairs and the Police Department should work closely with the Bureau of Education in the operation of the report system, investigation, and follow-up supervision. At the appropriate times, government’s work and efforts should be disclosed to the public.
(3)    I would like to ask the Secretary-General to set up a cross-bureau integrated hotline to streamline the report system, offering a single contact person to the citizens.
2.    The Cultural Affairs Bureau’s report on 2019 Tainan Month of Taiwanese.  (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    I would like to thank Director-General Yeh of the Cultural Affairs Bureau for the promotion of the Tainan Month of Taiwanese. The event presents the beauty of Taiwanese, and also helps residents learn that Tainan is one of the regions where the language originated.
