Minutes of Tainan City Government’s 563rd Municipal Administrative Meeting 10/4/2022

Mayor’s remarks:
1.    I ask the Bureau of Transportation to compile data for the status of electronic payments and carbon reduction results concerning the public’s use of the Tainan Parking App and submit a report to me. Solar panels can be installed on the rooftop of parking lots that belong to the Bureau of Education, Secretariat, Police Department, Fire Department, Social Affairs Bureau, Civil Affairs Bureau, and Bureau of Sports. I ask the Bureau of Transportation to oversee this matter.
2.    I ask the Cultural Affairs Bureau to accelerate the Tianma Substation build-operate-transfer (BOT) project and the Chihkan Culture Park renovation project.

Mayor’s remarks:
(1)     Flooding in Annan District has always been a focus of Tainan and the nation. In recent years, Annan has seen a rapid population growth. A large percentage of land in redevelopment zones that was used for flood retention has now been transferred into concrete land. Therefore, flood prevention has become an even more pressing issue. Water treatment is a marathon. Effort and dedication are required, from improving water drainage outside of communities to removing standing water within communities. Only by doing so will this issue be resolved. Building on the excellent work of my predecessors, I anticipate that we will ensure proper water treatment. I would like to thank the Water Resources Bureau for its hard work.
(2)     I ask the Environmental Protection Bureau, Civil Affairs Bureau, and Public Works Bureau to clean the ditches and culverts around communities before and after the flood season.
2.    The Bureau of Transportation’s report on the outcome of measures to improve parking in the city (refer to written sources for details)

Mayor’s remarks:
(1)     Ensuring sufficient parking for the public and easing congestion are both goals that the municipal government strives to achieve. Developing Tainan's public transportation system and building new roads to ease the burden on existing roads are also an important goal we are working toward. A multi-pronged approach is required to improve traffic conditions. Over the past four years, an additional 41,359 parking spaces have been added in the city, and the first parking tower under the Forward-looking Infrastructure Development Program has also been completed. I ask the Bureau of Transportation to accelerate the progress of existing parking lot construction projects, as well as those that need to be outsourced.
(2)     First, we must have sufficient parking spaces; then, we can consider how to optimize these parking spaces and install smart applications. During the optimization phase, we should continue to build more parking spaces to satisfy public demand.
