Minutes of Tainan City Government’s 474th Municipal Administrative Meeting 1/19/2021

Mayor’s Remarks:
1.    We need to work together in order to fight COVID-19, and public support is particularly important for frontline healthcare workers. The Central Epidemic Command Center already launched the Fall-Winter COVID-19 prevention program. All bureaus should strictly follow instructions and handle relevant matters with caution. Prevention work should be carried out properly so that everyone can enjoy a safe New Year holiday.
2.    During the dry winter season, fires and accidents are more likely to happen. The Fire Department, Bureau of Civil Affairs, Bureau of Education and other concerned bureaus should continue to promote electrical and fire safety. The Fire Department, Environmental Protection Bureau, and other bureaus should apply smart technology, such as drones, to inspect farmland and vacant areas. If fires occur in open spaces, evidence should be collected, and responsible bureaus must be informed immediately to protect citizens’ safety and health.

Mayor’s Remarks:
(1)    I thank Director General Su for his efforts in leading the Public Works Bureau. Over the past two years, a total of 37.06 billion in funds have been granted to the Bureau. This is the result of the collective efforts of all colleagues, the support from Vice President Lai when he served as Premier of the Executive Yuan, and the dedication of several local legislators.
(2)    Many parents now show great interest in feature parks, and inclusive playgrounds that are equipped with accessible facilities have become an indicator of a friendly city. Given the high cost of building such public infrastructure, the Public Works Bureau and Bureau of Social Affairs should work together to acquire funding from the Social and Family Affairs Administration, Ministry of Health and Welfare, thereby elevating residents’ quality of life.

Mayor’s Remarks:
(1)    As more COVID-19 cases are reported, the water shortage is worsening as well. In face of extreme weather, drought and flood prevention should be carried out simultaneously. I appreciate the early prevention work done by the Water Resources Bureau during the dry season, including setting up pumps and detention facilities. In addition to the improvement of physical equipment, software should also be updated.
(2)    Desilting work should be continued and should not be slowed down simply because we are dealing with a water shortage. To ease the pressure caused by the water shortage, the Water Resources Bureau and other concerned bureaus should keep discussing how to better utilize reclaimed water.
(3)    Modern water infrastructure is often considered part of landscape works, providing high quality recreation areas for citizens, such as the Zhuxi Watershed Surrounding Landscape Improvement Project and the Rende Multifunctional Detention Basin. When carrying out future engineering projects, the Water Resources Bureau should enhance communication with the public and the media to increase the transparency of public construction projects.
