Minutes of Tainan City Government’s 476th Municipal Administrative Meeting 2/2/2021

Mayor’s Remarks:
The city government has responded to the issue of government performance in the meeting yesterday (February 1), which is a topic that has drawn wide attention form the public and media. All bureaus should set up a communication channel or pass on sufficient information to the Department of Information for news releases within the shortest amount of time after an incident takes place. It is not acceptable when responsible colleagues arrive at the site concerned and not knowing the latest developments, or even deflecting their responsibilities. Director generals of all bureaus should remind division chiefs to be cautious about the statements and responses made.
Announcements
1.    The Bureau of Transportation and the Police Department’s report on the 2021 Tainan traffic control plan for the Lunar New Year holiday (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    A number of events that are scheduled to be held during the Lunar New Year holiday have been canceled or postponed due to the pandemic. Crowds and traffic congestion may be reduced, but there will still be citizens or people returning to Tainan visiting major attractions, especially outdoor sites. The Bureau of Transportation and the Tourism and Travel Bureau should have a thorough plan for parking and update the latest guide for parking and shuttle buses through traditional and social media.
(2)    As we are still fighting COVID-19, cleaning and disinfection should be enhanced on all forms of public transport, be it buses or taxis. Also, passengers should be strictly prohibited from eating or drinking on board and must keep their masks on throughout the trip.
(3)    The Police Department and the Bureau of Transportation should establish a communication platform to share real-time information about road conditions and public opinions. They should keep in close contact and report any incidences. According to the report from the Police Department, the area surrounding Rende Interchange is a no-fly zone for drones. To have access to real-time road conditions and images, the Police Department should evaluate the possibility of setting up CCTV at a high vantage point.
(4)    The public rely on the Police Department, Bureau of Transportation, the Fire Department and medical workers to maintain law and order, smooth traffic, and the implementation of preventive measures and emergency relief and treatment. These professionals still need to be on duty during the holiday; I want to thank them in advance for their efforts and express my utmost respect.
2.    The Environmental Protection Bureau’s report on 2021 spring cleaning (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Everyone’s efforts are required for spring cleaning before the holiday, as well as environmental upkeep during the holiday. The workload of the Environmental Protection Bureau has already increased dramatically, and citizens’ help is needed. Residents should make use of the Tainan garbage truck App or ask the Bureau or local garbage collection personnel for the schedule of garbage truck pickups during the holiday.
(2)    Offices and buildings of all bureaus should be disinfected during the cleaning process. Although water supply is still low, attention should still be paid to outdoor containers that hold water.
(3)    Over the past two years, Tainan city has become significantly cleaner. I would like to thank the all colleagues of the Environmental Protection Bureau, environmental protection volunteers, and all citizens for their efforts.
