Minutes of Tainan City Government’s 583rd Municipal Administrative Meeting 3/1/2023

Mayor’s Remarks:
1.    Water levels remain less than ideal in Tainan, making Tainan the only city in Taiwan that has raised its water alert to “orange.”
2.    Several large events, including Taiwan International Orchid Show and Tainan Half Marathon will be held this week. I ask concerned departments to implement traffic control, provide shuttle services, and maintain the cleanliness of the venues. Let's work together to ensure that traffic remains smooth for citizens.
3.    Tainan was named the most bicycle-friendly city in Taiwan by a foreign magazine. To live up to this reputation, the Bureau of Transportation will launch 300 Youbike stations this year. I ask the Water Resources Bureau, Public Works Bureau, and Agriculture Bureau to review and optimize Tainan’s bike paths, including the Mountains to Sea Greenway and Tainan Museum Bike Path, thereby encouraging the public to consider eco-friendly transportation options.
4.    The demolition and reconstruction of building no. 3 in Xiaying District’s Dongsing Elementary School has been delayed by the contractors. I ask the Department of Legal Affairs to assist the Bureau of Education in handling this contractual violation.

Mayor’s Remarks:
Promoting positive labor relations is the foundation for achieving overall industry development. I would like to thank the Labor Affairs Bureau for providing excellent consultation and promotional services over the years. The rate of successful labor mediations in Tainan has increased each year, now reaching higher than the national average of 60%. I ask the Labor Affairs Bureau to keep up the good work. There is always room for improvement. Let’s focus on ensuring harmonious labor relations, which will benefit laborers, citizens, businesses, industries, and our city.
2.    The Water Resource Bureaus' Report on water conservation and drought response measures (refer to written sources for details)

Mayor’s Remarks:
Water levels in Tainan are not looking great at the moment. Thankfully, we launched countermeasures early on and reduced the daily water supply from 1,070,000 tons to 1,020,000 tons. I’d like to thank the Water Resources Bureau for working with central government agencies, such as the Water Resources Agency and Water Resources Office, to establish countermeasures for conserving water and increasing water supply. The central government has decided that irrigation for phase one crops will carry on as usual, which poses a significant challenge to Tainan City. I urge everyone to collaborate and save as much water as possible during these hard times. The Water Resources Bureau and concerned departments have my gratitude for their excellent work.
