The contract for the new construction project of the Nansi Branch of the Tainan City Government Fire Department’s Second Corps Emergency Medical Service Team has been suspended. To prevent disputes from arising, the Fire Department should ensure that all fees are settled, evaluations conducted, and architectural designs completed. The future budget for outsourcing this project should be determined based on the calculations provided by Tainan City Architects Association while taking fluctuations in the prices of construction materials into consideration. Construction budget increases, if any, should be approved by the mayor as soon as possible. (Any increases in the construction budget should be approved by the mayor as soon as possible.) I ask Commissioner Lee to monitor the progress of this project.

1. The Agriculture Bureau’s report on the avian flu prevention program (refer to written sources for details)

Deputy Mayor Chao’s Remarks:
(1) Avian flu tends to peak between October and March. We’ve had an uncharacteristically cold winter this year with significant temperature differences that are likely to contribute to avian flu outbreaks. To address this concern, the municipal government has expanded its preventive measures, including site visits, sample collection, and monitoring for and tracing abnormal rendering. Together, these measures help prevent avian flu outbreaks and protect Tainan’s poultry industry.
(2) I ask the Animal Health Inspection and Protection Office, Agriculture Bureau, to take the initiative in consulting and encouraging poultry farm owners to apply for facility upgrade subsidies, which will improve the farming environment.
(3) Recently, cases of avian flu have been reported in Taiwan and worldwide. As a result, many farms have had to cull birds, leading to an egg shortage. I ask the Agriculture Bureau to pay close attention to the impact of avian flu. Birds that become infected on farms in Tainan City will be culled in accordance with municipal procedures, and products from infected birds will not reach the markets. I can reassure citizens that all poultry products on the shelves are safe and certified. I thank the Agriculture Bureau for its hard work.
(4) To elevate the safety of the poultry industry, the Agriculture Bureau should further promote avian flu prevention measures. In addition, to prevent cases of human-to-human transmission, the Agriculture Bureau should compile a list of workers in the poultry industry and remind them to get vaccinated, thereby lowering the possibility of an outbreak.
2. The Cultural Affairs Bureau’s report on the 2023 Yuguang Island Art Festival (refer to written sources for details)

(1) During Deputy Mayor Ye’s tenure as Director-general of the Cultural Affairs Bureau, he popularized the Yuguang Island Art Festival, which attracts many members of the arts community, as well as tourists. I thank the Cultural Affairs Bureau for its excellent work in organizing this event.
(2) I urge the Cultural Affairs Bureau to enhance training for its tour guides. The Bureau of Transportation should draw up parking and shuttle bus plans. The Tourism Bureau should consult with hospitality businesses to provide discount packages to attract both domestic and foreign visitors.
