Minutes of Tainan City Government’s 585th Municipal Administrative Meeting 3/14/2023

Mayor’s Remarks:
1.    Water levels in Tainan remain concerningly low. Compared to the same time of year in 2021, our reservoirs have roughly an additional 30 million tons of water reserves. However, the central government has decided to proceed with crop irrigation, which will require approximately 15 to 18 million tons of water. In other words, we only have 12 to 15 million tons in additional water reserves compared to 2021, during which we experienced the worst drought in the past century. The municipal government has already implemented water-saving measures, reducing the daily water usage from 1.07 million tons to 1.04 million tons. That being said, we must continue to conserve water. Please use reclaimed or recycled water in place of tap water whenever possible. I urge concerned departments to work together in tackling this issue.
2.    Taiwan International Orchid Show (TIOS) comes to an end on the 19th of this month (March). I ask the Tourism Bureau and concerned departments to ramp up the marketing of TIOS. This year’s TIOS was held for a longer duration, with even more content that is sure to boost the number of visitors and business matchmaking opportunities, as well as peripheral benefits, when compared to last year. I ask concerned departments to promote local businesses through matchmaking, which will help to grow Taiwan’s orchid industry.
3.    I ask the Cultural Affairs Bureau to ramp up the progress of the Chihkan Culture Park renovation project. Please ensure that the project is completed before the new semester.
4.    The reconstruction of building no. 3 in Xiaying District's Dongsing Elementary School is severely behind schedule. When the contractor completes the project, the Bureau of Education should carry out the inspections and follow-up work as soon as possible.
5.    I ask concerned departments to consult the Department of Information and International Relations about the press applying for advertisement and promotional fees with the departments. I am confident that Deputy Mayor Chao will ensure that the Department of Information and International Relations will compile relevant information.
Announcements
1.    The Agriculture Bureau’s report on the results of removing nets and waste for Tainan's near-shore floating raft oyster aquaculture farms and marine fisheries industry (refer to written sources for details)
Decision: Approved for reference filing.
Mayor’s Remarks:
(1)    Tainan is one of the municipalities that produces oysters in Taiwan. Culturing methods and geography must be considered for oyster farming. To safeguard the environment, we should encourage oyster farmers to replace Styrofoam with modified floating devices. I thank the Agriculture Bureau for its hard work in upcycling and increasing municipal income.
(2)    I urge the Agriculture Bureau, Environmental Protection Bureau, and concerned departments to think of upcycling methods and incorporate these ideas with our future policies.
2.    The Police Department’s report titled “The hardest city to scam—Tainan ranks first in the nation for thwarting scams” (refer to written sources for details)

Mayor’s Remarks:
(1)    As mentioned in the report, scams are often a focus in the media. The hard work of people from many different industries and backgrounds is required for thwarting scams. I anticipate that police officers, volunteer police officers, volunteer traffic police, civil defense personnel, members of the neighborhood watch and patrol, and volunteers will share their experience in cracking down on scams and sparing citizens from financial and emotional grief. Again, I would like to thank the Police Department for its efforts.
(2)    Concerned departments should strive to enhance the scam awareness of municipal volunteers, who should also help the public increase its understanding of scams. I ask the Social Affairs Bureau to promote scam-awareness concepts during meal-sharing events for senior citizens.
