Minutes of Tainan City Government’s 509th Municipal Administrative Meeting 9/24/2021

Mayor’s remarks: 
1. Access to parent-child centers and the digital registration of the stimulus vouchers are major public concerns. I implore that relevant bureaus and departments handle these matters accordingly. 
2. The administration of the second dose of the Moderna vaccine for older adults will commence next week. I ask that the Bureau of Civil Affairs ensure that early notices have been sent and work together with relevant bureaus and departments to maintain order and provide pick-up services. Eligible candidates must be notified by qualified personnel to avoid unnecessary disputes and misunderstandings. When help is needed, please do not hesitate to ask other bureaus and departments for support. The Public Health Bureau is responsible for ensuring smooth on-site operations. Please follow all standard operating procedures. I thank everyone for their hard work. 
3. We remain in Level 2 lockdown. Before the central government announces a downgrade, we must continue our epidemic prevention efforts. Masks must still be worn at all times, even if lockdown restrictions are downgraded to Level 1. I expect strict compliance with this requirement. We will continue to work hard to raise vaccination coverage. However, the mask mandate remains in place, and relevant epidemic prevention measures must be carried out, even as coverage increases.
4. Relevant bureaus and departments must outsource their public works projects as soon as possible to avoid budget hikes caused by rising wages and material prices.

1. The Social Affairs Bureau's report on the establishment and management of parent-child centers in Tainan(refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks: 
(1) Building parent-child centers is a key social policy of Tainan City. Existing parent-child centers were closed to the public for three months when Tainan went into Level 3 lockdown between May and August this year (2021). Nonetheless, a performance comparison showed that participation in regular activates increased exponentially from 19,000 to 53,000 in 2021. From the comparison results, we were able to extrapolate the activities and events that can remain available to the public even if the centers are suspended or closed due to a future outbreak. Therefore, we are confident that we will meet the public's needs for parent-child activities without compromising epidemic prevention efforts in the future. I want to thank the colleagues in the Social Affairs Bureau for their hard work. 
(2) Outstanding epidemic prevention work allows the city government to continue to operate as normal and the citizens of Tainan to continue life as usual. 
2. The Research, Development, and Evaluation Commission's report on the digital registration of the Quintuple Stimulus Vouchers and relevant bonuses(refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks: 
Compared to last year, e-payment usage has increased significantly, suggesting that more people support and accept paperless and e-payment transactions. As the number of people using stimulus vouchers increases, we must help small businesses and street vendors incorporate e-payment systems into their businesses. Vendors that only accept paper vouchers will inevitably lose out on many business opportunities. I ask that relevant bureaus and departments reinforce their efforts in promoting e-payment. I thank the Research, Development, and Evaluation Commission for its proposal.
