Minutes of Tainan City Government’s 518th Municipal Administrative Meeting 11/23/2021

Mayor’s Remarks:
1.    As December approaches, temperatures will continue to drop. I ask the Social Affairs Bureau to increase visitations with rough sleepers and older adults who are living alone. Visitations with older adults should be conducted jointly with civil affairs departments. Municipal care for the homeless population should be further enhanced. In addition to warm clothing, the Social Affairs Bureau should provide sanitary products and PPE to rough sleeping women, thereby ensuring that they have the resources to stay healthy while preventing the spread of the pandemic.
2.    Many large events will be held simultaneously on the weekends and during holidays from now until the end of the year. Concerned bureaus should request event organizers to promote the use of public transportation while providing clear signage near parking lots and entrances/exits. I ask the Bureau of Transportation to continue to monitor the traffic conditions near event sites and resolve congestion so as to ensure the success of such events while maintaining order and environmental cleanliness.

1.    The Bureau of Land Administration’s report on farmland re-zoning and farm road improvements over the past three years (refer to written sources for details)

Mayor’s Remarks:
Road-smoothing projects have long been a focus of residents living in downtown Tainan. Similarly, the quality of farm roads is a focal point of farmers living in rural areas or on farmland. Farm roads are rarely updated and are often in poor condition. As a result, the condition of farm roads is often at the center of plenary sessions during council meetings. In light of this concern, I have secured a budget of more than NTD $1.2 billion from the Central Government and the municipal government since I took office three years ago. In the future, this budget will be used for improving farm roads. Currently, nearly 500 kilometers of farm roads in the re-zoning area are scheduled for an upgrade. Including farm roads right outside of the re-zoning area, nearly 1,200 kilometers of roads will be improved. Tainan City Government will continue to work toward reinforcing facilities and roads that are tied to agricultural output.

Mayor’s Remarks:
(1)     The report indicates that farm roads within the re-zoning area are governed by the Land Administration Bureau, whereas those outside of the re-zoning area fall under the jurisdiction of the Agriculture Bureau. There may be an administrative distinction between roads within and beyond the re-zoning area, yet they are all equally important in farmers’ eyes. The Central Government may have varying construction regulations, but so long as municipal construction abides by the law of the Central Government, the same set of standards should be used. Better consistency entails better public construction quality for local farmers.
(2)     The Agriculture Bureau and Land Administration Bureau’s 2022 budget for repairing farm roads has reached NTD $382 million and NTD $290 million, respectively, which add up to a total budget of NTD $6.72. This budget is expected to improve roads that are vital to farmers’ livelihoods. I urge the Land Administration Bureau and Agriculture Bureau to complete road repairs and improvements during the first half of next year before the flooding season begins.
