Minutes of Tainan City Government’s 525th Municipal Administrative Meeting 1/11/2022

Mayor’s Remarks:
1.    Cases of the flu and COVID-19 are likely to rise during the winter. With a recent decrease in temperatures and a rise in the number of cases, concerned bureaus should be on alert and strive to increase vaccine coverage. The Public Health Bureau and concerned departments should promote booster shots. Frontline workers who have to do fieldwork, such as colleagues in the Police Department, Fire Department, and Environmental Protection Bureau, should be given booster shots as soon as possible.
2.    These couple of days will be especially cold. The Social Affairs Bureau and Public Health Bureau should allocate extra attention to underprivileged groups. Many civil groups organize year-end banquets for people from underprivileged backgrounds. Concerned departments should take note of such events and provide assistance.
3.    With Lunar New Year on the way, many families are doing deep cleans at home. This has resulted in a spike in the amount of waste, burdening the operations of the Environmental Protection Bureau. I ask different departments to understand this situation and coordinate with the Environmental Protection Bureau to successfully remove waste from the city. 
Announcements
1.    The Bureau of Transportation’s report on traffic control strategies for the opening of Mitsui Outlet and ICC Tainan (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)     I would like to thank the Bureau of Transportation for making these plans. However, these plans remain to be tested. Before the interchange is completed, Provincial Highway 86 will likely remain congested. I ask the Bureau of Transportation to propose countermeasures. Please also place an emphasis on traffic signal control. Traffic control is important work. I ask the Police Department to work with the Bureau of Transportation in managing traffic during Lunar New Year.
(2)     A combination of manual labor and technology, such as using CMS panels in conjunction with traffic control at intersections, should improve traffic conditions along frontage roads. Concerned departments are also responsible for planning pedestrian routes and preventing traffic violations caused by pedestrians. Traffic around THSR Tainan Station and TRA Shalun Railway Station is quite congested on the weekends and during long holidays. Concerned departments should work with THSR Tainan Station and TRA Shalun Railway Station to manage the congestion.
2.    The Economic Development Bureau’s report on the 2022 Sinhua District Lunar New Year market event (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)     This event was canceled last year because of the pandemic. The event has been confirmed this year; therefore, concerned departments must ensure that epidemic prevention measures are followed. The CECC has already banned food samples as well as eating and walking at the same time. Please ensure that these rules are enforced.
(2)     I ask the Economic Development Bureau to review and improve the parking plans for this event.
