Minutes of Tainan City Government’s 534th Municipal Administrative Meeting 3/21/2022

Mayor’s remarks:
1.    I kindly ask the Bureau of Transportation to send me a definitive schedule for the MRT construction project.
2.    Today (21st) is the deadline for unregistered factories to become legally registered. I ask the Economic Development Bureau to tally the number of illegal factories and factories that have applied for registration. Please compile a report before the next municipal meeting. District offices should also report new jerrybuilt factories as soon as possible, and the municipal government will arrange for these unqualified factories to be demolished.
3.    Concerned bureaus should prioritize the removal of illegal advertisements such as banners attached to bamboo poles.

1.    The Bureau of Civil Affairs' report on preparations for the 2022 tomb-sweeping day (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)    If no new COVID-19 outbreaks occur in Tainan, we plan to adopt the new national epidemic prevention standards after March 26. These standards also apply to tomb-sweeping day. Should any new outbreaks arise, the municipal government will consider the severity of such outbreaks and determine whether to employ even stricter epidemic prevention measures.
(2)    I ask the Bureau of Civil Affairs, Fire Department, Police Department, and concerned bureaus to aid in maintaining safety for tomb-sweeping day. The number of tomb sweeping-related fires decreased from 124 in 2020 to 41 in 2021. Let's hope to reduce this number even more this year. Concerned bureaus should take preventative action while reviewing cases of fires from last year and make improvements accordingly. As public cemeteries and pagodas tend to be in remote areas with small roads, traffic jams are quite common during tomb sweeping. The Bureau of Transportation and Police Department should help with guiding traffic.
2.    The Research, Development and Evaluation Commission’s report on the Tainan Youth Policy (refer to written sources for details)

Mayor’s remarks:
(1)    All countries and cities must value their youth because the younger generation is and will lead a country, city, and society. In addition to taking good care of its local youth, Tainan City must also attract more young people to relocate to Tainan and work in industries such as agriculture, service, art, or manufacturing. The municipal government will spare no effort to help the youth in finding employment, starting businesses, and building families.
(2)    The development of Tainan Science Park and Shalun Smart Green Energy Science City has attracted many young people to relocate to Tainan. The Bureau of Transportation and Public Works Bureau should pay particular attention to maintaining smooth rush hour traffic. If we design work sites and residential areas that are close together, a local hub can be created, fulfilling people’s daily needs and further attracting the youth to settle near their work. I ask the Research, Development and Evaluation Commission and Bureau of Urban Development to assist in this matter. If the distance between work and residential areas is far, concerned bureaus should work with the Central Government to maintain smooth traffic. To encourage the younger generation to have and raise children, and to ensure that they have a great living environment and excellent employment opportunities, the municipal government will strive to provide better services and resources to young residents or transplants.
