Mayor’s Remarks:
1. The weather is starting to get cold lately; please stay warm. I urge concerned departments to continue to follow mask mandates and practice epidemic prevention measures while hosting large events.
2. The end of the year is coming around, yet many construction projects are still ongoing. I ask concerned departments to communicate with local businesses and plan alternative routes before starting construction projects.
3. Recently, we have received criticism for arcade designs in Tainan City. I ask the Public Works Bureau to consider implementing stringent review standards when issuing building and usage permits for office buildings and townhouses. Builders should agree on paper not to alter the structure and purpose of arcades.
4. I ask the Bureau of Education to ensure that sufficient human resources are allocated for reconstruction of building no. 3 in Xiaying District’s Dongsing Elementary School and the public tender for constructing new school buildings for Tainan Municipal Third Preschool.
5. I ask the Agriculture Bureau to compile a report on the effectiveness of utilizing drones for fertilization and pest prevention. Please submit this report to me.

Mayor’s Remarks:
(1) With the help of technology, such as smart traffic applications or online payment portals, we can improve the efficacy and efficiency of urban governance, which will also reinforce the quality of our services. Motion imaging and AI sensing can be applied to many fields, including transportation, epidemic prevention, crime prevention, agriculture, and environmental protection. This has become a national and even international topic. Our objective is to develop a system that suits Tainan City. I would like to thank the Research, Development and Evaluation Commission for its excellent work.
(2) The municipal government leveled AI sensing to develop a mask detection system, which ended up winning the 5th Government Service Award, an outstanding honor. The Tainan vaccination system that was launched earlier also incorporated technology into epidemic prevention regulations, relevant measures, and vaccine appointments. These examples show that AI is quite promising and can be applied to many different aspects in the future. Thus, I ask the Research, Development and Evaluation Commission to continue working on developing AI.

(1) With one situated in northern Tainan and one in southern Tainan, Yanshuei’s Yuejin Art Museum and Longci Light Festival both celebrate light, art, and the city. Both are hugely popular. Other municipalities have also organized events centered on light shows. I ask the Cultural Affairs Bureau, Tourism Bureau, and Department of Information, and International Relations to brainstorm how to organize events that are exciting, effective, and economical. Let’s aim to achieve these goals and deliver high-quality events.
(2) Plans are in place to better connect Yanshuei’s Yuejin Art Museum with local businesses, which is sure to benefit all parties. Overall, the Longci Light Festival is well-received by locals and visitors alike. Although similar events are also held in other municipalities, I am confident that the Longci Light Festival will be fantastic even with limited resources.
(3) Tainan is a favorite destination for tourists, and events are packed throughout the year. Although the pandemic is showing signs of letting up, and masks are no longer required outdoors, we must remain vigilant. I urge everyone to follow public safety measures and epidemic prevention measures at large events or places with large crowds.
