Minutes of Tainan City Government’s 620th Municipal Administrative Meeting 11/14/2023

Mayor’s Remarks:
1.    As the weather cools down, it's crucial for everyone to be vigilant against the flu and other respiratory diseases that are prevalent during winter. Today (14th), flu vaccines were made available at the municipal government building. I strongly encourage colleagues who are eligible for the vaccine to get vaccinated as soon as possible. With winter comes the dry season. Since September 10, Zengwen Reservoir has been nearly at full capacity. However, Tainan is home to a considerable number of rice paddies that demand a substantial amount of water for irrigation. Consequently, we should take proactive measures to conserve water, employ effective irrigation techniques, and advise farmers in irrigation zones to cultivate hardy, drought-resistant crops to enhance the efficiency of water usage. I urge relevant departments to promote water conservation measures and encourage the public to use recycled water.
2.    From the end of this year to early next year, numerous temple festivals and parades are scheduled to take place. I kindly request the Civil Affairs Bureau to take a proactive approach in promoting policies that ensure the quality of religious practices. I urge the Civil Affairs Bureau to engage with temples, encouraging them to address concerns related to noise and air pollution. Additionally, please emphasize the importance of fire safety measures, particularly in relation to fireworks, to enhance awareness among temple organizers. By fostering collaboration with temples, we aim to minimize the impact on festivalgoers, personnel, and passersby during these festivities, while also preventing accidents that could result in bodily harm. I anticipate that events associated with Tainan 400 will successfully promote our rich traditional culture while elevating the appeal of living in Tainan.
3.    I request the Public Works Bureau to install signage in front of the fencing surrounding the underground parking lot construction project at Shueipingwun Park. In addition, I urge the Bureau of Transportation to communicate with the contractors responsible for the sports center underground parking lot no. 3 in Tainan’s West Central District, encouraging them to expedite the completion of their construction work.

Mayor’s Remarks:
(1)    The municipal government offers employment support for individuals with physical and mental disabilities who aspire to enter the workforce. These resources not only enhance the lives and careers of individuals with disabilities but also contribute additional manpower to various industries. I express my gratitude to the Labor Affairs Bureau for establishing Taiwan's first physical disability talent bank and for facilitating matchmaking events with businesses across different sectors.
(2)    The Labor Affairs Bureau has implemented employment assistance programs specifically designed for senior citizens. I look forward to the continued support of the Labor Affairs Bureau in assisting senior citizens in their quest for employment, providing them with opportunities to secure fulfilling work post-retirement. In addition to creating job opportunities for individuals with disabilities, it is essential to establish resources that enable them to enhance their professional skills. I request the Labor Affairs Bureau to persist in developing more job opportunities for persons with disabilities by organizing occupational training programs and business matchmaking events. This proactive approach will contribute significantly to the professional growth and integration of individuals with disabilities into the workforce.
2.    The Hakka Affairs Council’s report on revitalizing Hakka in Tainan (refer to written sources for details)

Mayor’s Remarks:
(1)    The critical factor for successful language acquisition is the environment. Language learners are unlikely to achieve fluency if they lack opportunities to practice the language. Consequently, we should place great importance on creating a conducive language learning environment.
(2)    Listening and speaking pose particular challenges for individuals learning Hakka. I urge the Hakka Affairs Council to collaborate with departments such as the Bureau of Education to actively promote experienced Hakka teachers and integrate Hakka into campus life. Encouraging students to use Hakka in their daily lives and within the classroom setting will help establish Hakka as a prominent language in Tainan. I express my gratitude in advance to the Hakka Affairs Council for their commendable efforts.
