Minutes of Tainan City Government’s 621st Municipal Administrative Meeting 11/21/2023

Mayor’s Remarks:
1.    As the year (2023) draws to a close, we've already launched various initiatives tied to Tainan 400. The municipal government initiated the promotion of Tainan 400 during the National Games, and we anticipate an even more extensive array of activities next year, attracting a surge of tourists and visitors to Tainan. The recent Greater Tainan International Travel Fair garnered widespread acclaim, boasting attendance that surpassed previous years and a notable uptick in participating businesses, booths, and cities. I strongly encourage the Bureau of Tourism to seize the momentum of post-COVID tourism recovery, showcasing the allure of our city and fostering enhanced tourism exchanges.
2.    Rental management serves as a mutually beneficial strategy for both landlords and tenants. The government not only aids in rental management but also offers rent subsidies, aligning with the pursuit of housing justice. I urge the Urban Development Bureau and local offices to actively endorse rental management and support applications for rent subsidies. This initiative will truly assist those in need, including young professionals, the elderly, and vulnerable populations. It's essential to extend the promotion of rental management services beyond urban or densely populated areas and also focus on expanding them in northern Tainan.
3.    I request the Agriculture Bureau to enhance the marketing of ponkan and tangerines. Additionally, I ask all departments to lend support to planned marketing activities aimed at promoting our city's agricultural products to associations and cooperatives for procurement.

Mayor’s Remarks:
(1)    The municipal government operates as a public entity, and individuals executing official duties under its name are considered public servants. Public servants are obligated to fulfill their duties in accordance with the law. Adherence to the law should extend beyond mere rhetoric and be evident in tangible administrative actions. Unfortunately, there have been instances where administrative decisions made by the municipal government were overturned by the courts due to identified violations of the law in the case's details and the legal foundation of the municipal government. Such occurrences not only impact citizens' rights but also cast a negative light on the credibility of the city government.
(2)    Public servants are required to operate within legal boundaries when carrying out official duties and administrative tasks. The appropriate application of legal knowledge by public servants can help prevent the emergence of unnecessary risks and liabilities. Consequently, I strongly urge the Department of Legal Affairs to enhance legal education and provide on-the-job training for public servants.
2.    The Bureau of Transportation’s report on the greater Tainan transfer facility project (refer to written sources for details)
Decision: Approved for reference filing.
Mayor’s Remarks:
(1)    The creation of transfer facilities within the transportation network is crucial. Similar to how Taipei City leverages a well-connected road network to enhance the utilization of the MRT, buses, shared motorcycles, and bicycles, our expansive city should enhance the establishment of transfer stations to develop a comprehensive transportation network. I commend the Bureau of Transportation for its proactive efforts in constructing transfer facilities. These facilities not only fulfill their intended transfer function but also breathe new life into the surrounding areas, serving as a representation of Tainan as a whole. Kindly contribute to enhancing Tainan's image and fortifying the operation of commercial facilities.
(2)    By constructing transfer stations, I urge the Bureau of Transportation to support Tainan in developing sustainable indicators pertaining to equality, green energy, and friendliness towards vulnerable groups. Moreover, please strive to attain the city's objective of achieving net-zero carbon emissions through the effective utilization of public transportation systems.
