Minutes of Tainan City Government’s 623rd Municipal Administrative Meeting 12/05/2023

Mayor’s Remarks:
1.    With the presidential and legislative elections approaching, local candidates are closely scrutinizing the city's municipal development. The city government welcomes constructive criticism from various sectors with an open mind. However, should any candidates spread misinformation about Tainan through the media, concerned departments are urged to proactively identify such misinformation and provide clarifications. The Department of Information and International Relations is requested to stay informed and assist in clarifying misinformation. With a spirit of mutual responsibility, departments maintain a clear channel of communication with each other and actively debunk any false information.
2.    This Sunday marks the Zeng Wen Reservoir Marathon, and next year, the Tainan Half Marathon. The Bureau of Sports and the organizers are advised to prioritize athlete rights and traffic planning, especially concerning shuttle services and parking. Early confirmation is crucial to avoid parking and traffic issues as well as unforeseen events. The Bureau of Sports and related departments should diligently handle pre-event planning.
3.    I ask the Indigenous Peoples Affairs Commission to effectively manage the budget for establishing the Beitouyang Settlement Comprehensive Service Center.
4.    I urge the Department of Public Works to expedite the construction project at Madou Park 11.
5.    Chunghwa Telecom visited the municipal government today (5th). Suggestions raised during the meeting should be promptly addressed by concerned departments to enhance administrative efficiency.
Announcements
1.    The Indigenous Peoples Affairs Commission’s report on Tainan City’s indigenous household care and companionship program (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
Residents with indigenous identities are spread across Tainan's 37 districts. Due to their dispersed nature, the municipal government needs to proactively engage and provide services. Using a door-to-door care approach, the municipal government provides services in indigenous communities and households, actively promoting welfare policies such as rent subsidies, vaccination programs, and denture assistance. This approach aims to deepen the implementation of indigenous welfare at the household level. I thank the Indigenous Peoples Affairs Commission for its efforts.
2.    The Cultural Affairs Bureau’s report on the grand opening of Tainan City Museum and relevant events (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    As the "City of Museums," Tainan helps people understand the meaningful stories and heritage behind artifacts in museums. Today (5th), the ICOM-ICR’s annual conference was held in Taiwan, which is a significant affirmation for Tainan's museums.
(2)    The Koxinga Museum, closed for renovation in 2020, will reopen as Tainan City Museum on December 22. The Cultural Affairs Bureau is requested to effectively promote the series of events surrounding the grand opening, marking the beginning of Tainan 400.
(3)    The Cultural Affairs Bureau is urged to integrate resources from its museums and local cultural centers. Through horizontal collaboration, joint marketing efforts can provide citizens with fresh expectations. The ICR’s annual conference was held in Tainan for the first time, fostering international exchanges within the museum community and enriching educational and cultural opportunities for citizens. Thanks are extended to the Cultural Affairs Bureau for its efforts.
(4)    While museums have diverse facets, Tainan City Museum focuses on the city's historical evolution, acting as a guide through its urban development. The museum is anticipated to serve as a platform for citizens and visitors to voice their perspectives.
