Minutes of Tainan City Government’s 624th Municipal Administrative Meeting 12/12/2023

Mayor’s Remarks:
1.    Today marks 19 days remaining until the year 2024. I urge all colleagues to fulfill their respective duties and provide excellent services to our citizens. As we approach the end of the year, various events are planned to boost tourism and contribute to our city's development. The success of these events hinges on attracting tourists to drive our local economic growth. Therefore, I emphasize the importance of meticulous planning by organizing departments, addressing aspects such as parking, environmental cleanliness, public safety, and access to restroom facilities during these events.
2.    The air quality in Greater Tainan tends to deteriorate during winter, primarily due to dust from beaches and construction sites. I request the collaboration of all departments with the Environmental Protection Bureau to monitor and implement the particulate matter reduction plan. It is crucial to focus on wetting construction sites and industrial areas, as well as intensifying inspections of open air burning in open areas and farmland to uphold environmental cleanliness and air quality.
3.    Deputy Mayor Yeh is overseeing the Tainan 400 series of events, featuring activities such as academic seminars, historical reflections, and article publications throughout the year. I encourage all departments to closely monitor activities organized by the city council and private groups, facilitating urban marketing and cultural exchange.
Announcements
1.    The Public Works Bureau’s report on inclusive parks (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Inclusive parks and specialty parks add vibrancy and uniqueness to our city's parks, moving away from uniformity. Thanks to the proactive efforts of the Public Works Bureau, Land Administration Bureau, Bureau of Education, and Bureau of Sports, specialty parks have been developed and positively received by the public.
(2)    Future park developments by concerned departments should emphasize distinctive features to attract citizens and children. Therefore, when the Land Administration Bureau conducts rezoning and the Education Bureau plans parks around schools, the establishment of specialty parks should be taken into account. Considerations should also include playground safety, park shading, and nighttime lighting to enhance recreational spaces for citizens.
2.    The Public Health Bureau’s report on Tainan City’s Hepatitis C prevention program (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    The report indicates a significant reduction in the standardized death rate for liver cancer in our city, from 48% in 1993 to 20% currently, aligning with the national trend. The age group of 45 to 79 is identified as being at high risk for hepatitis C. Formerly, effective treatments were lacking, and treatment was centered on mitigating deterioration, but now the recovery rate for hepatitis C is as high as 98%. Screening coverage for hepatitis B and C in our city is nearly 64%, enabling early detection and treatment. Gratitude is extended to the Public Health Bureau for their dedicated efforts.
(2)    Beyond efforts in preventing COVID-19, influenza, enterovirus, and Dengue fever, the Public Health Bureau continues to promote health education, Hepatitis C screening, and health examinations. I appreciate the Public Health Bureau's commitment to maintaining the health of our citizens.
