Minutes of Tainan City Government’s 502nd Municipal Administrative Meeting 8/2/2021

Mayor’s remarks:
1.    The council meeting is still in session. After the plenary session comes to an end, the city council will begin reviewing regulations and reimbursable programs. I ask all bureaus to actively communicate with council members and explain the rationale behind reimbursable programs, their effect on municipal affairs, and their benefits to citizens. Be it programs proposed by council members or the municipal government, or regulatory programs, concerned departments should illustrate the content of such programs and the impact that they may have after promulgation or amendment. I ask all bureaus and departments to come prepared to tomorrow’s (3rd) meeting.
2.    Today (2nd), other counties have continued to report several new cases of COVID-19. Tainan has maintained a 35-day streak of zero cases. Let’s keep up the good work and keep our citizens safe and healthy. The last local case in Tainan was a result of a family gathering in Annan District. Since the alert level has been lowered, gatherings have increased. I ask concerned departments to ramp up inspections at markets, restaurants, and hotels to ensure that businesses adhere to regulations. We must not let our guard down.
3.    Local Olympic athletes are set to return to Taiwan. Some athletes have expressed an interest in having food from Tainan. I ask concerned departments to make arrangements as soon as possible and let these athletes have comfort food while under quarantine. I ask the Bureau of Education (Sports Office), Social Affairs Bureau, and Bureau of Economic Development to provide assistance and support to Olympic athletes who come from disadvantaged backgrounds.
4.    With the recent torrential rains, many places in Tainan have exhibited flooding. I ask concerned departments to implement traffic control and clean gutters. Please also draw up resolutions for this issue.
Announcements
1.    The Water Resources Bureau’s report on the construction progress of water reclamation plants (refer to written sources for detail)
Decision: Approved for reference filing
(1)     The establishment of water reclamation plants have been affected by the central government’s policy and the water shortage during the first half of 2021. By now, we all know to cherish water. The establishment standards and supply target of water reclamation plants may differ with circumstances, but the overall goal is to conserve water resources.
(2)     The municipal government’s objective is to have Yongkang, Anping, and Rende water resource center supply 63,000 tons of reclaimed water per day by 2024 for the semiconductor and high-tech industries. I ask the Water Resources Bureau to stay on top of the construction progress and communicate and collaborate with local civil groups. Concerned departments should work together to ensure the timely completion of quality construction work.
2.    The Cultural Affairs Bureau’s report on the 2021 Tainan Chihsi Festival (refer to written sources for detail)
Decision: Approved for reference filing
The Tainan Chihsi Festival has long been a popular event for both locals and tourists. Because of COVID-19, special thought must be put into promoting this cultural event while also keeping everyone safe. The Cultural Affairs Bureau designed both an online and offline interaction model, which is a brand-new feat that is sure to garner more attention, recognition, and discussion.
