Minutes of Tainan City Government’s 528th Municipal Administrative Meeting 2/8/2022

Deputy Mayor Tai’s remarks:
The Economic Development Bureau should begin the development of industrial parks and large constriction projects as soon as possible. Because we are slightly behind schedule in terms of municipal industrial park development, the municipal government is unable to secure further major infrastructure plans. Also, we must first have suitable venues before we can recruit businesses to become stationed in industrial parks. For these reasons, I ask the Economic Development Bureau, Bureau of Urban Development, and concerned bureaus to collaborate on this matter and ensure that municipal policies are rolled out according to plan.

1.    The Agriculture Bureau’s report on the dog and cat shelter management project (refer to written sources for detail)
Decision: Approved for reference filing
Mayor’s remarks:
(1)     Tainan is one of the first cities in Taiwan to implement Trap-Neuter-Vaccinate-Return (TNVR). That being said, we still have a large number of strays. We must work harder and smarter to improve the pet adoption system in Tainan.
(2)     Last year, the Animal Health Inspection and Protection Office rolled out two policies, with one governing proper roadkill removal and the other focused on drop-in visits for pets of owners undergoing quarantine because of the pandemic. These policies were quite popular among the public, as they helped to promote humane practices and animal welfare. Please Continue implementing these policies this year.
2.    The Civil Affairs Bureau’s report on the 2022 Yanshuei Beehive Fireworks Festival (refer to written sources for detail)
Decision: Approved for reference filing
Mayor’s remarks:
The Yanshuei Beehive Fireworks Festival is a traditional event with great importance to Tainan. Last year's festival was canceled because of the pandemic. So far, we plan on going ahead with the festival this year. That being said, Omicron seems to be spreading quite fast, with many cases reported in Taiwan and some locally in Tainan. After careful consideration, we have decided that in addition to enforcing epidemic prevention measures, we will reduce the scale of this year's festival, and fireworks will be set off at fixed locations. In line with the CECC and Ministry of the Interior's requests, we have suspended all processions associated with the event. Although this year's festival will be on a smaller scale, it will still be extremely exciting. I welcome visitors to attend this event in Tainan, along with the Yuejin Lantern Festival. Concerned bureaus should discuss the possibility of live streaming the event, which will allow people that cannot attend the festival in person to watch it online. Let's hope that by next year, the Yanshuei Beehive Firework Festival can be held at its original scale.
