Minutes of Tainan City Government’s 569th Municipal Administrative Meeting 11/15/2022

Deputy Mayor Tai’s Remarks:
1.    Although epidemic prevention measures are gradually being lifted, we must continue abiding by the CECC’s guidelines. I ask the Public Health Bureau, Bureau of Civil Affairs, and district offices to continue promoting epidemic prevention measures, in addition to practicing self-health monitoring and disinfecting workspaces.   
2.    Air quality in Southern Taiwan tends to be less than ideal during winter. I ask all concerned departments to implement t air pollution prevention measures. In particular, please be sure to manage dust at both private and public construction sites. I also ask the Water Resources Bureau to assist construction departments in using reclaimed water, as we should work on both conserving water and improving air quality.
3.    I ask all departments to continue performing their duties during the mayor’s leave of absence.
4.    I ask the Agriculture Bureau to handle the petition regarding the establishment of a livestock farm in Fonghe Village, Syuejia District.
5.    The Agriculture Bureau should draw up marketing plans before harvesting season and make adjustments to these plans based on the marketing and export performance of produce.
6.    I would like to thank Deputy Secretary-general Wang for convening a meeting to discuss the project to supply domestic, traceable grouper fish for school lunches. I ask the Agriculture Bureau and Bureau of Education to continue offering assistance in this matter.

1.    The Bureau of Urban Development’s report on securing social housing (Tainan public housing) through diverse methods (refer to written sources for details)

Deputy Mayor Tai’s Remarks:
(1)     Establishing social housing that is for rent but not for sale is an effective approach for us to practice housing justice in Tainan. I would like to thank the Bureau of Urban Development and concerned departments for their efforts in securing social housing units through diverse methods. Tainan is the first municipality in Southern Taiwan to acquire social housing through a reward and donation program. I ask the Bureau of Urban Development to pay close attention to the construction progress. Please ensure that the first social housing project on Siaodong Road is completed by 2024.
(2)     The public is concerned about the eligibility for social housing; I ask the Bureau of Urban Development to consider future leasees when setting up social housing projects. Please stipulate standards for rent beforehand. The municipal government stated at a press conference that social housing units would be offered at a rent that is 80% of the market price. The Bureau of Urban Development should also convene a meeting with professionals within and outside of the municipal government to identify the most suitable course of action.
2.    The Bureau of Land Administration’s report on quality land development (refer to written sources for details)

Deputy Mayor Tai’s Remarks:
(1)     I would like to congratulate the Bureau of Land Administration for receiving many domestic and foreign awards. Urban land consolidation and zone expropriation are both important means of promoting urban development. In addition to enabling the establishment of comprehensive public facilities, these means also provide quality land for construction, which can lead to local development. Since 2019, a total of 28 sites that cover a sum of 968 hectares have been developed. The Bureau of Land Administration should allocate profits from these projects into building public facilities, such as specialty parks or flood retention ponds, thereby making life more convenient for citizens.
(2)     Urban land consolidation has been met with positive feedback in Tainan. The municipal government is simultaneously undertaking water treatment projects and building multifunctional parking lots, all with the goal of elevating the quality of life in local communities. I ask the Bureau of Land Administration to work with the Department of Information and International Relations in promoting the pros of government-led urban renewal and land consolidation projects. Let's work toward making Tainan an even more prosperous city and serve as an excellent example for other counties and municipalities.
